2. Public Hearing - Appeal of denial of request of Simon <br />Lasseguette to remove certain street trees, 1121 <br />Madison Avenue (1302 -01) <br />Report: Park, Recreation and Community Services Director 12/1/86 and Minutes <br />of Park and Recreation Commission 11/20/86 <br />Affidavit of Publication of Notice of Hearing is on file. <br />Mayor Claire opened the public hearing at 7:38 p.m. <br />Simon Lassequette, 1121 Madison, asked to be allowed to remove four <br />liquidambar street trees from the front of his property and replace them with <br />oleander trees. In response to questions from Council regarding other trees <br />that are part of the City's street tree program, he said he wants something <br />with color and that he proposed to pay for everything. <br />Mayor Claire invited anyone else present who wished to speak to do so. No <br />one wished to speak. <br />M /S: Stangel /Greenalch to close the public hearing. <br />Carried unanimously by voice vote and public hearing closed at 7:42 p.m. <br />Peter Griffiths, Director of Parks, Recreation and Community Services, <br />responded to questions from Council. <br />M /S: Chandler /Britschgi to uphold the decision of the Park and Recreation <br />Commission to not allow the removal of the four liquidambar styracifula <br />(American Sweet Gum) trees located at 1121 Madison Avenue. <br />Further discussion followed regarding the lack of legitimate justification <br />for replacing the trees; the possibility of similar requests from other <br />residents; the inappropriateness of oleander trees, and the fact that the <br />request has been before the Commission and denied. <br />The motion carried by the following tie roll call vote: <br />Ayes: Councilmen Britschgi, Chandler, Stangel <br />Noes: Councilmen Greenalch, La Berge and Mayor Claire <br />MINUTE ORDER NO. 87 -1 <br />---------------------------------------------------------------------------- - - - - -- <br />3.
