4. Senior Affairs Commission recommendation re <br />reconsideration of establishment of parking places <br />in park adjacent to Senior Center. (302 -05) <br />(See also City Council Minutes of 9/8 and 9/15/86) <br />Beryl Darnell, Vice - Chair, Senior Affairs Commission referred to his joint <br />letter with Gene Jennett, urging construction of the subject parking places <br />which was considered but not approved by Council. Mr. Darnell urged Council <br />to provide the 45 spaces now because of the parking needs of seniors and <br />others using the Center. <br />City Manager Smith observed that the Council decision regarding the parking <br />spaces on park property was merely deferred because of pending 49er decisions <br />and was not rejected. <br />Gene Jennett, Chair, Veterans Memorial Senior Center Advisory Council, spoke <br />in support of the statements of Mr. Darnell. <br />Ethel Mears, 3695 Country Club Drive, observed that there is an urgent need <br />for the additional parking space adjacent to the center, since many seniors <br />are unable to walk far and must miss attending events, if they are unable to <br />park nearby. Ms. Mears observed that the average age of seniors using the <br />center is well into the 70's. She suggested whatever use is made of the 49er <br />facility, it will involve people with cars. <br />Judy Buchan, 1126 Allerton, Vice -Chair of the Park and Recreation Commission, <br />urged that the subject of the use of the park property for parking spaces for <br />be considered by a joint meeting of the Senior Affairs Commission and the <br />Park and Recreation Commission, as park land is valuable and other <br />alternatives may be available. <br />Jerry Mortenson, 452 Barnegat, member of the Park and Recreation Commission, <br />recommended Council delay consideration of construction of the parking spaces <br />until after the 49ers leave, suggesting there may be a better solution to the <br />parking problem than use of park land. <br />Tom Jordan, 1 Odessa Court, Chairman, Senior Affairs Commission, noted that <br />there are a variety of programs to assist seniors in getting to the center <br />without cars, but parking spaces are still needed urgently. <br />Mario Biagi, 220 St. Francis, suggested that if the center were a private <br />facility, many more than the existing parking places would be required and <br />observed that more traffic can be expected when the 49ers leave. <br />M /S: Bury /Greenalch to reconsider the matter of providing the 45 parking <br />spaces in the park area on St. Francis Street adjacent to the senior center <br />and instruct staff to proceed to develop the spaces and also to examine the <br />question of the possibility of using the astroturf field for additional <br />parking. <br />Reg.Mtg. <br />2/2/87 <br />MINUTE BOOK NO. 47 Page 6 <br />Page No. 32 <br />
