Exhibit A. Scope of Services and Schedule <br /> <br />The scope of work follows three phased tasks. The first focuses on the residential sectors: <br />single family and apartments. Analysis will focus on the apartment sector as it is where <br />most new development in expected. The second phase addresses nonresidential sectors. <br />The final phase will summarize the first two phases in a final report and develop work <br />products for an Urban Water Management Plan Update and a future water connection fee <br />study. <br /> <br />Task 1. Residential Sector <br /> <br />Task 1.1 Data Collection. Consultant will develop and submit a data request to RWC to <br /> provide historical electronic water use billing information spanning July 1997 <br /> to present. Water use records will be tabulated by billing date, meter size, and <br /> meter installation date. Supplemental information will also be tabulated by lot <br /> size as available. For the apartment sector, data will also include number of <br /> dwelling units. In addition, consultant will collect CIMIS weather data and <br /> summarize water price information over time. Consultant will collect long- <br /> term water use records (prior to 1996) to show long-run trends in aggregate <br /> water use (this may be water production records representing San Francisco <br /> pumping). <br /> <br />Task 1.2 Water Use Coefficients. Consultant will develop water use coefficients to be <br /> used for the forecasts. Residential customers will be segmented as follows: <br /> <br /> Class (single family and apartments) <br /> Age of Structure (<1960, 1960-69, 1970-82, 1983-1992, 1993+) <br /> Meter Size <br /> Lot size (single family only) <br /> [] Number of units (apartments only) <br /> <br /> Water use coefficients will be normalized for weather using statistical <br /> techniques. Additional observations regarding water pricing impacts and future <br /> water conservation efficiencies (e.g., replacement with high efficiency toilets) <br /> will be developed for scenario planning. <br /> <br />Task 1.3 Water Use Drivers. The water use drivers in this study will be number of <br /> dwelling units. Consultant will work with RWC staff updating the city <br /> General Plan to collect this information. Consultant will also review <br /> information collected by ABAG and other sources. <br /> <br /> <br />
