Task 1.4 Water Use Forecasts. Consultant will develop an Excel workbook containing
the framework and assumptions underpinning the residential water use
forecasts. The framework will multiply appropriate water use coefficients by
water use drivers.

Task 1.5 Sensitivity Analysis. Consultant will develop and explore the sensitivity of the
water use forecasts to a reasonable range of alternative water use coefficients
and driver values. Consultant will develop low, best guess, and high scenarios
to convey uncertainties and bound likely outcomes.

Task 1.6 Draft Report and Workbook. The results of Tasks 1.1 through 1.5 will be
described in a draft report submitted to RWC. The framework and data will be
delivered in an Excel workbook.

Task 2. Nonresidential Sector

Task 2.1 Data Collection. Similar to Task 1.1, Consultant will submit a data request to
RWC to provide historical water use billing information for nonresidential
sectors. Water use records will be tabulated by sector, billing date, meter size,
and meter installation date. A key decision will be in identifying the sectors to
analyze. Number of employees may also be collected and used.

Task 2.2 Water Use Coefficients. Consultant will develop water use coefficients to be
used for the forecasts. Nonresidential customers will be segmented as follows:

Sector (e.g., retail, office, industrial)
[] Age of Structure (<1960, 1960-69, 1970-82, 1983-1992, 1993+)
Meter Size

Water use coefficients will be normalized for weather. Additional observations
regarding water pricing impacts and future water conservation efficiencies
(e.g., replacement with high efficiency toilets) will be developed for scenario
planning.

Task 2.3 Water Use Drivers. The water use drivers in this study could be number of
accounts or employees. The decision of the data driver to use will largely
depend on data availability regarding historical and forecasted values.
Consultant will work with RWC staff working on an update of the General
Plan to collect this information. Consultant will also review information
collected by ABAG and other sources.
