PROJECT OVERVIEW AND EIR APPROACH <br /> <br /> A. PROJECT OVERVIEW <br /> <br /> 1. Overview <br /> <br /> Redwood City has received a development application from Glenborough-Pauls, LLC, of <br />r Redwood City for two Bair Island Road properties. The two properties constitute the major <br />r portion of the City's Bair Island Road area. Their future use will significantly affect the future <br />r character of the Redwood City bayfront and the City as a whole. To properly consider this <br />r application, and to meet the requirements of the California Environmental Quality Act (CEQA), <br />r the City has determined that preparation of a project or master environmental impact report <br />r (EIR) will be necessary. <br /> <br /> 2. Project Area <br /> <br /> Redwood City's Bair Island Road area is located on the San Francisco Bay side of the US <br /> 101 freeway, between the Whipple Road and Woodside Expressway interchanges, and <br /> represents a large and visually prominent portion of the Redwood City bayfront. The Bair <br /> Island Road area has developed over time with a diverse mix of marina, residential, auto <br /> retail, office, industrial, construction and institutional uses. Like many similar central Bay Area <br /> communities, land prices in the project area have escalated and interest in redevelopment has <br /> intensified. <br /> <br /> The area is currently served by one vehicular access route, Bair Island Road, which is linked <br /> to the Whipple Road interchange and Woodside Expressway interchange by East Bay Shore <br /> Road. Bair Island Road currently functions as a large cul-de-sac. A planned secondary <br /> access to the area, the Blomquist extension across Redwood Creek, has received the <br /> necessary jurisdictional approvals and is partially funded. <br /> <br /> Smith Slough separates the area from the Bair Island National Wildlife Refuge. Two marinas, <br /> Pete's Harbor and Peninsula Marina, are located along Redwood Creek, an intertidal channel <br /> with discharges into the bay. The planned alignment of the San Francisco Bay Trail traverse <br /> the area. PG&E electrical transmission lines border the area. Neighboring properties include <br /> the Bait Island Wildlife Refuge, which is under jurisdiction of the U.S. Fish and Wildlife Service <br /> and the State Department of Fish and Game, and is separated from the area by Smith <br /> Slough. <br /> <br /> The Bair Island Road areas's location between the bay and US 101 creates a key "gateway" <br />r district.
