Wagstaff and Associates Contract Exhibit "A" <br /> City of Redwood City Bair Island Road Development EIR <br /> October 25, 2001 Page 11-16 <br /> <br /> (a) Plant Community Assessment. A reconnaissance-level field botanical survey of the study <br /> r area will be conducted in the field, including verification of any similar mapping prepared by <br /> r the applicant's consultants, and a map showing the distribution and extent of the principal <br /> plant communities will be prepared using base maps provided by Wagstaff and Associates or <br /> the City. <br /> <br /> r (b) Jurisdictional Wetlands. A jurisdictional delineation is currently being conducted for the <br /> r applicant by Huffman-Broadway. It is assumed that this work will be completed by the <br /> r applicant as part of the project permitting process. WRA will review and incorporate these <br /> r findings in the EIR analysis. <br /> <br /> (c) Wildlife Habitat Assessment. A field reconnaissance of the project area will be <br /> conducted to verify existing information on habitats and to assess their wildlife value. <br /> <br /> (d) Special Status Wildlife Resources. The known or potential presence of any protected <br /> species or species of special concern will be identified through review of existing studies <br /> conducted in the vicinity, consultations with local experts and agency staff, and field <br /> observations. One objective of the special status species investigation will be to determine <br /> the extent, if any, of suitable habitat for these species within the limits of areas potentially <br /> affected by project construction. <br /> <br /> 2. Impacts and Mitiqation. The potential impacts to biological resoUrces resulting from the <br /> proposed projects will then be analyzed. Potentials for direct impacts to sensitive habitats, <br /> such as impacts from proposed shoreline construction or dredging activities, will be identified <br /> and assessed. Where inadequate or no mitigation for significant impacts to biological <br /> resources is proposed by the applicant, WRA will provide recommendations, focusing on <br /> avoiding or minimizing impacts to sensitive species and their habitats. <br /> <br /> No dredging or dredge material disposal plan has been provided by the applicant. It is <br /> assumed that (a) a dredging and dredge material disposal plan will be prepared by the <br /> applicant that will include existing technologies that minimize adverse impacts to the aquatic <br /> habitat and that (b) the dredge material disposal plan will include disposal in a suitable upland <br /> disposal site. Other approaches may result in particularly significant impacts to biological <br /> resources and would involve a level of assessment and mitigation planning by WRA which are <br /> beyond the scope of the estimated budget. <br /> <br /> Both indirect and cumulative biological impacts resulting from the proposed project as well as <br /> appropriate mitigation will be addressed as part of the analysis. <br /> <br />r 3. Alternatives Analysis. Wagstaff and Associates will provide WRA with specific <br />r descriptions of six alternatives to the proposed project. WRA will complete a comparative <br />r evaluation of up to five project alternatives identified by Wagstaff and Associates. The <br />r comparative evaluation will be qualitative, with a narrative briefly describing how each <br />r alternative would affect each of the identified significant biological resource impact finding.
