In addition, <br /> r the alternatives analysis by Fehr and Peers will include more detailed operational impact and <br /> r mitigation comparison for two more detailed alternatives, including LOS comparisons and <br /> r associated impact and mitigation comparisons for three of the study interchanges and up to <br /> r five of the local study intersections. <br /> <br /> r 7. Responses to Comments. The Fehr & Peers fee estimate in section VI of this proposal <br /> r includes 24 hours of staff time to prepare responses to comments on the Draft EIR. A <br /> contract amendment will be prepared should additional technical analyses be required to <br /> complete the Final EIR. <br /> <br /> r 8. Meetings. In addition to the meetings specified under subtask 2 above, Fehr & Peers will <br /> attend three project meetings with Wagstaff and Associates and/or City staff and two public <br /> hearings as part of this scope of work. Additional meetings and/or hearings will be attended <br /> at the request of Wagstaff and Associates or staff and billed as an additional service on a time <br /> and materials basis. <br /> <br />r 9. Additional Services. The scope of work has been developed to meet the specific <br /> requirements of this EIR program; however, additional work items may be needed as the <br /> study progresses. Additional services that are beyond the scope of this study include, but are <br /> not limited to, freeway counts, analysis of additional study locations, detailed operations <br /> analysis, conceptual designs of mitigation measures, responses to comments requiring <br /> technical analyses, and attendance at additional meetings or public hearings. Fehr & Peers <br /> will conduct additional services with authorization. <br /> <br /> E. Biological Resources (Wetlands Research Associates) <br /> <br /> The biological issues associated with the proposed projects primarily involve potential impacts <br /> to intertidal and subtidal habitats along the existing shoreline. Wetlands Reseamh Associates, <br /> Inc. (WRA) will evaluate the existing biological conditions of the project site and determine the <br /> significance of potential project impacts on existing shoreline plant communities and wildlife <br /> resources. <br /> <br /> 1. Project Initiation and Site ReconnaissancP.. Some studies of biological resources and <br />r special status species occurrence in the project vicinity have been completed, including a <br />r preliminary jurisdictional wetlands determination and biological sources survey by Huffman- <br />r Broadway. These reports and other relevant materials wilt be reviewed and evaluated. Data <br /> gaps and the need for additional studies, if required, will be identified. In addition, the <br /> California Natural Diversity Database will be accessed and consultations will be conducted <br /> with the California Department of Fish and Game, National Marine Fisheries Service, and U.S. <br /> Fish and Wildlife Service. <br /> <br /> 2. Settin.q. WRA will describe existing biological resources conditions and sensitivities in <br /> the project area.
