Wagstaff and Associates Contract Exhibit "A" <br /> City of Redwood City Bair Island Road Development EIR <br /> October 25, 2001 Page 11--14 <br /> <br /> r · Scenario 5: Cumulative "plus project" conditions. <br /> <br /> The analysis results will contain daily and peak hour levels of service along with a complete <br /> discussion of the trip generation, distribution, and assignment assumptions used in the <br /> analysis. Impacts will be identified by comparing the analysis results to the selected <br /> significance criteria. <br /> <br /> r (d) Transit, Bicycle, and Pedestrian System. Fehr & Peers will also describe project <br /> demands and impacts on local (bus) transit, BART connections, and the local pedestrian and <br /> bicycle system. For evaluation of transit, bicycle, and pedestrian facilities, Fehr & Peers will <br /> focus on the consistency of the project scenario with existing and planned facilities or <br /> services, and with the goals and policies of the updated general plan. <br /> <br /> r (e) Internal Access, Circulation, and Parking. The Marina Shores Village and Syufy site <br /> plans will be reviewed to assess the adequacy of (number and design) driveways, on-site <br /> circulation systems, and parking supplies.. <br /> <br />r (f) Emergency Access. The emergency access impacts of the proposed projects will also <br /> be assessed. Fehr & Peers will estimate the level of new development that would trigger the <br /> need for a secondary emergency vehicle access and alternative evacuation route for the Bair <br /> Island area. Criteria for evaluating this task will be reviewed with City staff and public safety <br /> officials. <br /> <br />r 6. Miti.qation Measures. Recommendations will be formulated to mitigate identified <br /> significant roadway system impacts. These recommendations may include physical <br /> improvements, such as widening East Bayshore Road, construction of the Blomquist <br /> Extension, or installing traffic signals at specific intersections. The need for the Blomquist <br /> Street extension will be evaluated as part of this task. <br /> <br /> To the extent warranted, appropriate mitigation measures for potential impacts to other travel <br /> modes will also be identified, including walking (via sidewalks and the proposed Bay Trail <br /> connections), bicycling, and transit will be identified. <br /> <br /> The amount of project-generated traffic that will be added to CMP-monitored roadway facilities <br />r will be determined for Scenarios 3, 4 and 5. C/CAG requires that all projects generating 100 <br /> or more peak-hour trips must mitigate all peak-hour trips generated. Measures for trip <br /> mitigation or methods to modify the traffic demand of the project, such as local housing-jobs <br /> linkage improvement actions, and installation of facilities and services to encourage use of <br /> alternate modes, may also be identified. <br /> <br />r 6. Alternatives Analysis. Wagstaff and Associates will provide Fehr & Peers with specific <br />r descriptions of six alternatives to the proposed project. Fehr & Peers will complete a <br />r qualitative comparative evaluation of four o the six project alternatives.
