Wagstaff and Associates Contract Exhibit "A" <br /> City of Redwood City Bair Island Road Development EIR <br /> October 25, 2001 Page 11--13 <br /> <br /> For each scenario, operations of key intersections and freeway segments will be evaluated <br /> using level of service calculation methodologies described in the 1997 or 2000 Highway <br /> Capacity Manual (Transportation Research Board) using the TRAFFIX software package. <br /> <br /> r 4. Setting. The existing transportation system serving the project area will be described <br /> with narrative tables and figures, including: <br /> <br /> · Existing roadway characteristics (classifications, travel lanes, etc.); <br /> <br /> · Existing peak hour levels of service for key roadway segments and study intersections, <br /> based on the above operational analysis data; <br /> <br /> · Existing and planned public transportation (local transit, BART connections, etc.) serving <br /> the project area; <br /> <br /> · Location of existing and planned bicycle and pedestrian facilities (including general <br /> bicycle path adequacy and identified deficiencies); <br /> <br /> · Anticipated transportation network changes (roadway improvement plans)'without the <br /> proposed project; and <br /> <br /> · Relevant transportation policies from the Redwood City General Plan. <br /> <br />r 5. Impacts. Fehr & Peers will prepare a narrative description of the project impacts, <br /> including the necessary tables and figures. The narrative will include the following: <br /> <br /> (a) Impact Significance Criteria. Prior to analyzing the potential impacts of the project, <br /> Fehr & Peers will develop impact significance criteria for traffic operations and for non- <br /> vehicular facilities or services for review by Wagstaff and Associates and City staff. The <br /> Redwood City General Plan and various other policy documents wilt be used to identify <br /> appropriate significance standards. <br /> <br />r (b) Trip Generation and Distribution Assumptions. The impact description narrative will <br />r include a detailed trip type description, with tables and map diagram, of the project trip <br />r generation, trip type (modal split), internal trip distribution and external trip distribution <br />r characteristics from subtask 1 above. <br /> <br />r (c) Roadway System. The impacts of the various analyzed projected and cumulative traffic <br /> scenarios on the local and regional roadway system including study intersection and freeway <br /> segments will be described by Fehr & Peers with narrative, tables and figures, focussing <br /> comparison of the following scenarios: <br /> <br />r · Scenario 3: Marina Shores Village conditions, <br /> <br />r <br /> <br />r · Scenario 4: Marina Shores Village plus Syuty conditions, and <br /> <br /> WP51[622WIISCIOO13~2.EXA <br /> <br /> <br />
