Based upon the staff meeting input, Fehr and Peers will <br /> r refine its trip generation and distribution assumptions. <br /> <br /> r (d) Staff Meeting. Fehr and Peers will then participate in a second staff meeting to present <br /> r the refined trip generation and distribution assumptions for discussion and finalization. <br /> <br /> r 3. Operational Analysis. The operations of the intersections and freeway segments will be <br /> evaluated during the morning (AM) and evening (PM) peak hours for the following scenarios: <br /> <br /> Scenario 1: Existing Conditions--Existing volumes obtained from counts. <br /> <br /> Scenario 2: Background Conditions--Existing volumes plus traffic from approved but not yet <br /> constructed developments in the area, plus background growth. <br /> <br /> r Scenario 3: Marina Shores Village Conditions--Background volumes plus traffic generated by <br /> the proposed Marina Shores Village project. <br /> <br /> r Scenario 4: Marina Shores Village and Syufy Conditions--Background volumes plus traffic <br /> r generated by both the proposed Marina Shores Village project and the assumed traffic- <br /> r generating characteristics of the anticipated Syufy site (Century Theaters redevelopment) <br /> project. <br /> <br /> r Scenario 5: Cumulative Conditions--Volumes under Scenario 4 conditions plus traffic <br /> r generated by anticipated cumulative growth in the area. Cumulative conditions will be <br /> evaluated assuming the existing roadway network as well as the Blomquist Street Extension. <br />r [Note: A determination will be made in consultation with City staff and Wagstaff and <br />. r Associates whether to also assume completion of the Blomquist extension under <br /> r Scenarios 3 and 4.] In addition to traffic from buildout of the proposed projects in the Bair <br /> Island area, traffic projections from the C/CAG traffic demand model will be used to evaluate <br /> cumulative traffic conditions. The effect of the Blomquist Street extension will be evaluated <br /> based on peak hour traffic operations using traffic model volumes. Levels of service <br /> calculations will be performed to identify cumulative intersection and freeway segment <br /> operations without the proposed projects. <br /> <br /> r If necessary, Scenario 4 traffic volumes will be redistributed to account for the Blomquist <br /> Street extension and manually added to the C/CAG traffic demand model volumes. <br /> Intersection and freeway segment levels of service will then be calculated.
