Wagstaff and Associates Contract Exhibit "A"
City of Redwood City Bair Island Road Development EIR
October 25, 2001 Page II--11

Available data from previous traffic studies will be obtained. Traffic data and observations
conducted for the existing movie theater will be reviewed and summarized. Existing AM and
PM peak-hour intersection traffic volumes will be obtained form previous traffic studies and
supplemented with new counts.

Existing observations of the surrounding roadway network will be conducted. Existing
operational deficiencies including the unloading of car dealership vehicles on East Bayshore
Road and the project site will be investigated. Circulation problems and duration of vehicle
queues will be identified.

Additional observations will be made at the marina on a weekday and on a weekend day to
determine the current demand for marina parking and dry boat storage.

r 2. Formulation of Trip Generation and Distribution Assumptions. The formulation of realistic
r and defensible assumptions regarding project vehicular trip generation and distribution
r characteristics will be a key EIR preparation task. Fehr and Peers will undertake the following
r subtasks to establish the trip generation, modal split, and trip distribution assumptions to be
r applied in the EIR traffic study:

r (a) Preliminary Review and Recommendations. After preliminary review of the project
r characteristics (mix of residential, office and retail uses) and review of other existing and
r planned land use characteristics in the Bair Island Road vicinity (Seaport Plaza, Island Park,
r etc.), Fehr and Peers will formulate recommendations regarding the basic trip generation
r modal split and trip distribution assumptions to be applied in the traffic analysis. The
r recommendations will include the following or similar assumptions:

r · total trip generation factors to be applied to each project land use type (various
r residential unit types, office space, and retail space), '
r · assumptions regarding portion of trips internal to the project,
r · assumptions regarding portion of trips internal to the Bair Island area,
r · assumptions regarding portion of trips external to the Bair Island area,
r · assumptions regarding trip peaking factors,
r · assumptions regarding internal and external trip distribution,
r · assumptions regarding internal and external trip modal choice (transit, drive-alone-auto,
r two-person-auto, three-person-auto), including how many trips will use public transit and
r how many will use the project-proposed shuttle system between the project and the
r Caltrans station.

r (b) Staff Meeting. The Fehr and Peers Principal-in-Charge and Project Manager will
r participate in a work session with City staff and Wagstaff and Associates to present and

WP511622WII$CtOO13-2.
