Wagstaff and Associates Contract Exhibit "A"
City of Redwood City Bair Island Road Development EIR
October 25, 2001 Page 11--22

2. Impacts. Any potentials for project dredging and other construction-related contact with
hazardous materials will be identified, including the effects of marina dredging proposed under
the project and the latest information regarding the potential health (EMF) effects of electrical
transmission lines.

3. Mitiqation. Measures will be recommended to minimize any hazards to construction
personnel and to surrounding land uses which might result from contact with or disruption of
hazardous soil or groundwater materials. Any warranted precautions .or disclosure
responsibilities related to the adjacent electrical transmission lines will also be identified.

J. Noise (lllingworth & Rodkin, Inc.)

The project site is located adjacent to SR 101, East Bayshore Road, Bair Island Road, and
the future BIomquist Road extension. The local noise environment is also affected by SFO
and Santa Clara Airport aviation activity. Noise impacts that must be assessed for this project
include the effects of project-related traffic increases on projected noise contours along these
two routes, project compatibility with these projected noise conditions, the potential for
increased noise off-site due to traffic generated by the project and activities on the site, and
the potential for construction noise impacts.

1. Settinq. Illingworth & Rodkin will complete the following tasks:
· Noise measurements will be conducted on the site and at the location of the nearest
sensitive receptors to quantify existing noise levels; and

· Future noise levels will be estimated based on projected traffic.

2. Impacts. To quantify and describe potential noise impacts associated with the project,
Illingworth & Rodkin will complete the following tasks:

· The compatibility of the proposed uses with the projected on-site noise environment will
be evaluated by comparing the expected future noise levels on the site with the criteria
contained in the Noise Element of the Redwood City General Plan;

· Traffic noise impacts will be evaluated by calculating the potential increases in noise
levels associated with traffic on the roadways serving the site;

· Other noise sources on the site, which could include mechanical equipment, loading dock
activities, parking lots, etc., which would have the potential to affect the noise
environment at nearby receptors, will be evaluated and quantified; and

· Temporary noise impacts associated with construction will be quantified by evaluating the
noise generated during the various phases of construction.

3. Mitiqation. Mitigation measures will be provided as necessary if impacts are found to be
potentially significant.

WP5116221MISCiOO13-2. EX,4
