FEHR & PEERS ~:':"--: ......
MAY 2 0 20O3

May 19, 2003

Mr. John Wagstaff
Wagstaff and Associates
2512 Ninth Street, Suite 5
Berkeley, CA 94710

Subject: Marina Shores EIR Additional Services:
Supplemental Analysis Without Widening of Woodside Road

Dear Mr. Wagstaff:

Fehr & Peers Associates has completed a transportation impact analysis for the proposed
Marina Shores development in Redwood City. That analysis included the following
assumption (as described in the EIR):

A planned widening of Woodside Road from four to six through lanes, la the eastbound
direction? the western limit of the widening would begin at approximately the gore point
of the eastbound m-ramp onto Woudside Road from Hazel Avenue and will end just
east of Spring Street la the westbound direction, the eastern limit of widening would
begin at Broadway and end at approximately the gore point for the westbound un-ramp
from Redwood Avenue. Tiffs improvement was expected to be completed by 2007.

This assumption was verified with City staff prior to its inclusion in the analysis. Since the
project was approved and funded, the improvement was included in our analysis Under
Background, Project, Cumulative No Project, and Cumulative with Project Conditions.

Recently, the City has decided not to proceed with the roadway widening. This will affect
the results of our analysis at the following key intersections:

1. Broadway/Woodside Road
2. Bay Road/Woodside Road
3. Middlefield Road/Woodside Road

255N, Market Street, Suite 200 San Jose, CA 95110 {408) 278-1700 Fax(40B) 278-1717
www. fehrandpeers.com
