F HK & PEEp S

Mr. John Wagstaff
May 19, 2003
Page 2

The purpose of this letter is to request a budget amendment to revise our analysis to not
include the Woodside Road widening projeci. The tasks that we propose to undertake are
described below:

Task l: Revise Background Conditions Analysis. we will revise the levels of service
calculations at the key intersections under Background Conditions to include the
existing lane configurations on Woodside Road.

Task2: Revise Project Conditions Analysis. We will revise the levels of service
calculations at the key intersecti6ns under Project Conditions to include the
existing lane configurations on W6odside Road. The results of this analysis will
be compared to the results of the revised Background Conditions analysis and
the effects of the proposed pmjecl at these key intersections will be assessed.
Feasible mitigation measures will be identified, if possible, to mitigate project
impacts.

Task $: Revise With Bloraquiat Conditions Analysis. We will revise the levels of service
ca~culalions at the key intersections under Background and Project Conditions
W~rth Blomquist Street to include the existing lane configurations on Woodside
Road. The ef?ects of the proposed project at the key intersections will be
assessed. Feasible initiation measures will be identified, ff possible, to mitigate
project impact&

Task 4: Revise Cumulative No Project Conditions Voturnes. Since the time the
txansportation impact analysis was conducted for the Marina Shores EIR, project
destxipfions, trip generation, and trip asalgnment estimates for several pending
projects in Redwood City have changed. City staff ha~ indicated that the
projected volumes under Cumulative No Project Conditions at the key
intersections should be updated to reflect the more refined assumptions for
pending traffic volumes in the area. Fehr & Peers Associates will revise our
pending project trip assignments and revise the projected volumes at the key
intersections under Cumulative No Project Conditions.

Task 5: Revise Cumulative No Project Conditions Analysis. The revised Cumulative No
Project Conditions volumes and existing lane configurations on Woodside Road
will be used to revise the level of service analysis at the key intersections.

Task 6: Revise Cumulative with Project Conditions Analysis. Traffic from the proposed
project will be added to the Cumulative No Project Conditions volumes and
levels of service calculations will be conducted at the key intersections under
