Presentation by Fire Department - Earthquake <br />Preparedness Program (20 minutes) (1003 -01) <br />Fire Chief O'Brien introduced Captain Steve Krause and Firefighter Vic Ibsen <br />who presented the video program they produced on earthquake preparedness. <br />2. Public Hearing - Consideration of termination of <br />sanitary sewerage service to Bay Area Circuits, 91 <br />Winslow Street (Report: Public Works Director 12/2/86 <br />continued 90 days from 12/15/86) (1206 -04) <br />Speakers who proposed to give testimony were sworn by City Clerk Hildebrand. <br />Mayor Claire noted that the public hearing was continued open. <br />Roy Nobriqa, 1740 Royal Avenue, San Mateo, Plant Manager of Bay Area <br />Circuits, 91 Winslow Street, confirmed that his father had called the City <br />Attorney today to report that he had been unable to reach his attorney to <br />represent him this evening, in the event he should want representation. Mr. <br />Nobriga said that he would like to hear the report of the SBSA (South Bayside <br />System Authority) Manager. <br />Jim Bewley, Manager, SBSA, 1400 Radio Road, reported on the results of <br />monitoring discharge of Bay Area Circuits during the past 90 days, stating <br />that violations have occurred involving copper and lead in January, but <br />their subsequent samplings suggest the plant is capable of being in <br />compliance with discharge requirements. In response to question of City <br />Attorney Schricker, Mr. Bewley said that pretreatment and careful operation <br />are needed; that he wants a description of the system with modifications and <br />components and an operation checklist that are up -to -date; and that the <br />January violation is classified as significant by federal standards. <br />Mr. Bewley recommended that the public hearing be continued for an additional <br />90 days during which period the discharge will be monitored once a week at <br />the expense of Bay Area Circuits and that if there are any future violations, <br />that a monetary penalty be assessed, noting the sampling cost is $240 per <br />sample. <br />Mr. Nobriga introduced Greg Albers, 2262 Calle del Mundo, Santa Clara, from <br />Clearwater Technologies, who are in the business of removing heavy metals <br />from water and who are presently assisting Bay Area Circuits to solve their <br />discharge problems with a supplementary system. <br />In response to questions regarding the proposed monetary penalty for future <br />violations, Mr. Schricker said that in criminal violations the penalty is <br />$1000 per violation and noted that civil action is under consideration; that <br />the alternative means of preventing potential violations would be termination <br />of services; and that each agency member of SBSA has independent authority <br />regarding enforcement in its own jurisdiction. <br />Reg.Mtg. <br />3/16/87 <br />Page 2 <br />MINUTE BOOK NO. 4/ <br />Page No. 72 <br />
