2. Public Hearing - Proposed Annexation of Lands of <br />Figueras (702 -07) <br />Reports: City Manager 4/16/87 and 10/23/87 <br />a. City Clerk Hildebrand reported the Affidavits of Publication of Notice of <br />Hearing, of Mailing and of Posting are on file. - <br />b. City Attorney Schricker described the actions available to the City <br />Council in the proposed annexation and declared that written protest must <br />be presented to Council prior to the opening of the public hearing. <br />c. City Clerk Hildebrand read the protest letter received from Bob Downing, <br />owner of property at 86 Alameda de las Pulgas (APN 058 - 030 -180 with <br />assessed value of $42,223.00) <br />Mayor Claire invited anyone else present who is a property owner in the <br />subject area who wished to file a written protest to do so. <br />Janice Greppi, 98 Alameda de las Pulgas, referred to her communication <br />of April 13 to the City Clerk transmitting a copy of a letter she had <br />written to Mayor Claire on March 29, 1987. Mrs. Greppi said that her <br />concern is about the legality of the existing fence on the property. <br />Mr. Schricker stated for the record that the fence on the Greppi property <br />at 98 Alameda does not meet City requirements and asked Mrs. Greppi if <br />she wished to object to the annexation making her communication an <br />official protest. <br />Mrs. Greppi, owner of property at 98 Alameda de las Pulgas, (APN <br />058 - 030 -210 with assessed value of $226,258.00), requested that her <br />communication to the City Clerk with attached copy of her letter of March <br />29, 1987, to Mayor Claire, be deemed a written protest to the subject <br />annexation. <br />Mr. Schricker said that at Mrs. Greppi's request, her letter is so <br />deemed. <br />Mayor Claire invited anyone else present who is eligible to submit a <br />written protest to do so. There was no response. <br />Mr. Schricker stated that the assessed value of the protests total <br />$268,481, or less that 50% of the total value of the property of <br />$639,283, so the Council may proceed to consider the proposed annexation. <br />d. Mayor Claire declared the public hearing open at 7:55 p.m. <br />Mario Biaqi, 1566 Hudson Street, representing Mr. Figueras, urged Council <br />to approve the proposed annexation. <br />Reg.Mtg. <br />4/20/87 <br />Page 2 <br />MINUTE BOOK NO. 47 <br />Page No. 104 <br />
