In response to question, he said that the <br />residents are not expected to require parking spaces and that a small garden <br />is proposed to replace some of the existing spaces. <br />Ana Stemberga, 548 15th Avenue, Menlo Park, appellant, reported that her <br />experience is that residents of such homes do not drive and that she now <br />administers two residential care homes in San Francisco. In response to <br />question regarding the fact that first floor windows are on the street, only <br />five feet from the sidewalk, Mrs. Stemberga said that residents do not object <br />to street activity nearby. <br />John Keene, 1603 Howard Street, San Francisco, architect, said that double - <br />paned glass will be used to address the problem of the closeness of the <br />street and noise, noting there will be a small garden with trellis fence. <br />In further response to question, Mrs. Stemberga said that rates are required <br />on the license application to the State and are expected to be <br />$1200- 1500 /month, comparing them to nursing home rates of approximately <br />$3000 -6000 /month. She noted that residents will not require the skilled <br />nursing care which accounts for the difference. <br />Norman Berkman, 1600 Hopkins, urged Council to deny the application, stating <br />that he is part -owner of the office building at 1100 Marshall; that he <br />supports the findings of the Zoning Administrator in denying the application; <br />and that the CB- District is not appropriate for the proposed use. <br />Ann Hubbard, 3015 East Bayshore, retired school teacher, commented on the <br />favorable aspects of a residential care facility for its residents. <br />John Crockett, 820 Cassia, Carpenters Union, urged denial of the application, <br />stating his business is in the area which is not suitable for the proposed <br />use. <br />Carlo Campobello, 41st Avenue, San Francisco, owner of the first mortgage on <br />the subject property, reported he has been unable to find any tenants for the <br />office building and urged favorable consideration of the proposed use. <br />Mayor Claie invited anyone else present who wished to speak to do so.
