<br />~-Pr.<6 <br /> <br />INSTITUTE FOR LOCAl (SELF). <br /> <br />GOVERNMENT RELEASES NEW <br /> <br />ETHICS RESOURCES <br /> <br />As part of its ongoing effort to provide resources <br />to assist local officials in their service to their <br />communities and promote public confidence in <br />local government, the Institute for Local (SeI1)* <br />Government recently released Everyday Ethics for <br />Local Officials: Finding Your Way. A compilation of <br />the Institute's popular "Everyday Ethics" columns in <br />Western City magazine, this reader analyzes the <br />legal and ethical dimensions of some 16 commonly <br />faced ethical dilemmas by local agency officials. <br />The reader also includes a new framework for <br />thinking about ethical dilemmas. <br /> <br />Copies of the reader also include the updated <br />version ofthe Institute's ethics law bookmark ,Key <br />Ethics Law Principles for Local Officialsj and the <br />Institute's wallet guide: "Checklist for Sticky Ethical <br />Situations." The Institute is grateful to its 2005 <br />bookmark sponsor, Richards, Watson and <br />Gershon. Copies of the bookmark for will be sent <br />to each city council member, care of the city clerk in <br />each city, in ear1y February. <br /> <br />The Institute is also grateful to the Pacific Life <br />Foundation and Sempra Energy Utilities (The <br />Gas Company and San Diego Gas and Electric) for <br />making the Everyday Ethics publication possible. <br />Near1y 400 copies of this guide were distributed in <br />conjunction with the ethics session at the League's <br />recent New Mayors and Council Members Institute. <br /> <br />As with all Institute publications, copies of both <br />the Everyday Ethics Reader and the bookmark are <br />available online in electronic form from the <br />Institute's website: www.ilsO.oraltrust. Hard copies <br />are also available through CityBooks, <br />www.cacities.oralstore or 916/658-8257. Proceeds <br />from hardcopy sales support the Institute's work in <br />the ethics area. <br /> <br />*As part of its 5()1h anniversary celebration, the <br />Institute is in the process of streamlining its name to <br />become the "Institute for Local Government." Stay <br />tuned for more anniversary celebration news! <br /> <br />STATE TAX BOARD SHARES 2004 TAX <br />DATA WITH CITIES <br />2004 tax year data: Who needs it? <br /> <br />Your city might, if you want to keep your busi- <br />ness license program up to date. <br /> <br />The California Revenue and Taxation Code <br />(19551.1) authorizes the sate Franchise Tax Board <br />FTB to disclose limited tax information to cities <br />(Name, Address, Identifying Number and Principal <br />Business Activity, or PBA Code) for taxpayers who <br />filed tax returns in 2004. The FTB is currently <br />identifying cities that are interested in obtaining <br />2004 tax year data. <br /> <br />Cities that use this information find it very <br />beneficial in the administration of their business <br />license program. <br /> <br />The law also requires the FTB to be reim- <br />bursed for its costs to collect and distribute the <br />data ($355,000). This amount is divided among the <br />participating cities based on their population.
