He stressed his desire to <br />have a bipartisan effort to develop an alternative to <br />the administration's proposed budget. He also <br />said he intends to begin the Assembly Budget <br />Subcommittee hearings a full month earlier than <br />normal - starting the week of February 7. <br /> <br />There will also be a series of hearings around <br />the state to allow individuals to weigh in on differ- <br />ent aspects of the budget. She indi- <br />cated that the end of December/early January <br />revenues appear stronger than expected - per- <br />haps $600 - 700 million more. But she cautioned <br />that this it's too early to tell if these were due to <br />one-time or ongoing factors. <br /> <br />Campbell reviewed some key elements of the <br />budget, emphasizing that the general fund expen- <br />ditures are proposed to increase 4.2 percent over <br />the current budget year. A full electronic version of <br />the budget is available at http://aovbud.dof.ca.aov/. <br /> <br />Full debate on specific issues will begin in the <br />subcommittees of both houses. Budget Subcom- <br />mittees 4 handle the general government issues in <br />both houses, covering many local government line <br />items such as COPs. Assemblyman Rudy <br />Bermudez and Senator Joseph Dunn chair these <br />subcommittees in their respective houses. <br /> <br />The Senate Sub 4 Committee also covers <br />transportation. In the Assembly, however, it is <br />Budget Sub 5 Committee which has jurisdiction <br />over both Information Technology and Transporta- <br />tion. The discussion over suspension of Proposi- <br />tion 42 transportation funds will thus occur in <br />Senate Sub 4 Committee (Senator Dunn chairing) <br />and Assembly Sub 5 Committee (Assemblyman <br />Pedro Nava chairing.) <br /> <br />Both the Assembly and Senate Budget Com- <br />mittees produced their overviews of the <br />Administration's proposal.
