The spot bill will mean that the <br />task force has a legislative vehicle that can be later <br />be amended with specific recommendations. The <br />League's Housing, Community and Economic Devel- <br />opment (HCED) Policy Committee has already <br />indicated support for the introduction of a spot bill of <br />this type. <br /> <br />The task force also formed a technical subcom- <br />mittee that will report back to the full task force when <br />it next meets on April 1 in San Diego. Their recom- <br />mendations will then be sent to the League's Hous- <br />ing and Community Development Policy Committee <br />for review and action. The League board of direc- <br />tors will address the policy committee recommenda- <br />tions at their meeting on May 11-12 in Sacramento. <br /> <br />Next Monday the League Executive Committee <br />will discuss the progress of the task force and <br />discuss next steps with the spot bill language. <br /> <br />Task Force Seeks Common Ground Between <br />Builders, Local Officials <br /> <br />Chaired by San Diego Council Member Jim <br />Madaffer, a member of the League board of direc- <br />tors, the task force membership includes League <br />President and Novato City Council Member Pat <br />Eklund, as well as city planners, city attomeys, <br />elected city officials, and representatives of the <br />Califomia Building Industjy Association (CBIA) and <br />. Homeownership Advancement Foundation (HOAF). <br />Representatives from the California State Associa- <br />tion of Counties and the San Diego Association of <br />Governments have also attended the sessions. <br /> <br />Recent meetings of the task force included two <br />meetings held in June, 2004, in the Oakland City <br />Hall.
