Item II -B (continued) <br />MOTION CHANGED: Upon suggestion of Senior Assistant City Attorney <br />Case, Vice Mayor Mosher, with the consent of her second, changed the <br />motion to direct staff to provide information as to how to implement <br />the establishment of a Traffic Commission, noting that a planning <br />function is involved. <br />The motion carried by majority voice vote. <br />C. Two Year Budget <br />MINUTE ORDER NO. 86 -23 <br />Assistant to the City Manager Margolis presented the subject report of <br />January 27, 1986. <br />M /S: Bury /Stangel to authorize the preparation of a two -year budget <br />as described in the City Manager's Report of January 27, 1986. <br />Motion carried unanimously by voice vote. <br />D. Quality of Life <br />MINUTE ORDER NO. 86 -24 <br />Mayor Britschgi announced that a meeting will be held in March for all <br />members of boards and commissions to discuss general City policies and <br />objectives, including the Quality of Life Program. <br />(Council recessed for lunch from 11:50 a.m. - 12:30 p.m. Councilman Bury <br />did not return.) <br />III. FIVE YEAR CAPITAL IMPROVEMENT PROGRAM 1985 -1990 <br />FACILITIES <br />Mr. Irizarry said that the Fair Oaks parking situation is improved with the <br />crossing guard and that, except at lunchtime, parking space is adequate at <br />the Center. <br />Library Director Light observed that a modular -type building might be <br />available at reasonable cost for a branch library in Redwood Shores, noting <br />that a multi -use f aciltiy might be possible. <br />City Manager Smith noted that Fire Station No. 1 construction is expected <br />to go to bid soon. <br />PARKS & RECREATION <br />Director of Parks and Recreation Griffiths said that a presentation <br />regarding Union Cemetery will be made to Council soon. He commented on <br />the tennis courts and parking lot work at Red Morton Community Park and <br />about the Hoover School gymnasium. <br />Budget.
