2. Public Hearing - Appeal from the denial by the Zoning <br />Administrator of application for a Use Permit to allow <br />installation of a 12 -foot antenna on top of an existing <br />173 -foot tall tower, 3175 Spring Street - Edward C. <br />Patton, architect, on behalf of AT &T Communications, <br />appellant (see minutes of 2/10/86 for previous <br />testimony) (203 -06) <br />Report of City Manager and Community Development Director 1/27/86 <br />Affidavits of Publication of Notice of Hearing and of Mailing are on file. <br />City Attorney Schricker said that the report of proceedings on the subject <br />matter contained in the City Council Minutes of February 10, 1986, are a part <br />of the record of the subject public hearing. <br />Councilman Bury reported that although he was absent on February 10, 1986, he <br />has read the staff report and the minutes. Mr. Schricker advised that <br />Councilman Bury is present for the public hearing this evening and is <br />eligible to participate in discussion and vote. <br />In response to question regarding the possibility of setting a precedent <br />indicating to the communications industry that the City will allow 185' <br />antenna towers to be constructed here, if the appeal is granted, City <br />Attorney Schricker said that applications might be made in that belief, but <br />each case would have to be considered on its own merit. <br />Mayor Britschgi declared the public hearing open at 7 :53 p.m. <br />Francis Fruzzetti, 5925 West Las Positas Boulevard, Pleasanton, replied to <br />questions, stating that a rearrangement of the stairwell would be necessary <br />if the antenna is to be located inside the tower. <br />John Paquette, 602 Portsmouth, Foster City, structural engineer of record for <br />the subject building, described the interior work which would be required if <br />the antenna is to be located inside the building and estimated construction <br />costs of about $50,000. Mr. Paquette said that if the antenna is placed near <br />the center of the roof and a "penthouse" built around it, it would not <br />present a very visible profile to the neighborhood. <br />In response to questions, Mr. Fruzzetti said that he does not know what the <br />benefits of the proposed antenna might be to Redwood City businesses, that he <br />cannot estimate the possible reduced cost of service, that the suggested <br />$21,000 actual after-tax construction cost might be correct, and that the <br />company would prefer to place the antenna on the side of the tower, if it <br />cannot be placed on top, rather than inside. <br />Mayor Britschgi invited anyone else present who wished to speak to do so.
