Item No. 3 (continued) <br />Richard Lelo, 315 Orchard Avenue, designer of the subject plan and property <br />owner of 316 -318 Orchard Avenue, referred to his appeal letter of January 22, <br />1986, and his letter to the City Manager of the same date. Mr. Lelo <br />disagreed with statements in the staff report and requested that the public <br />hearing be continued two weeks so that he will be able to be repesented by <br />Mike McCracken, an attorney he has just employed to represent him in the <br />matter. <br />City Attorney Schricker noted that the public hearing before Council at this <br />time is an appeal from the denial by the Zoning Administrator of application <br />for variance to construct a triplex on a substandard lot and testimony should <br />be directed at the six findings contained in the "Notice of Official Action" <br />of January 22, 1986 (File No. V10229 -5). <br />M /S: Stangel /Mosher to continue the subject public hearing open until March <br />17, 1986, in response to request of the appellant. <br />Carried unanimously by voice vote. <br />MINUTE ORDER NO. 86 -40 <br />In response to request, Mr. Lelo confirmed that his address is P. 0. Seamus and Vivian Brady, 420 Arch Street and James J. Curcuro, Sr., 421 Arch <br />Street, described the poor conditions on their short block of Arch Street, <br />calling attention to lack of adequate maintenance of some properties, <br />possible illegal activities relating to drug use, long time parking in the <br />street by truckers and commuters often causing driveways to be blocked and <br />apparent presence of prostitutes on nearby E1 Camino Real. They reported <br />lack of satisfactory response from the Police Department when incidents have <br />been reported and urged Council to do whatever is needed to improve the <br />situation in their neighborhood. <br />In response to question from City Manager Smith relating to parking limits, <br />they said they use their own garages and driveways and would favor parking <br />limitations on the street. <br />CONSENSUS: Mayor Britschgi determined it to be the consensus of Council to <br />accept the offer of City Manager Smith to have staff look into the sitation <br />on Arch Street and report back next week (3/10/86) (1104 -02) <br />MEMO 3/7/86) <br />---------------------------------------------------------------------------------- <br />Reg.Mtg. <br />3/3/86 <br />Page 4 <br />MINUTE BOOK NO. 46 <br />Page No. 187 <br />
