Item No. 4 (continued) <br />Affidavits of Publication of Notice of Hearing and of Mailing are on file. <br />Community Development Director Schroeter presented the subject record and <br />ref erred to a 1 arge screen map to indicate zoning of the area and reviewed <br />the history and present status of the property. Mr. Schroeter replied to <br />questions relating to proposed access to the site, traffic signal i zati on <br />required and the proposed use of the subject site as a shopping center. <br />Mayor Claire declared the public hearing open at 8:10 p.m. <br />Gerald Hei dt, 23420 Lyons Avenue, Newhall, appellant, reported the developer <br />of the proposed retirement home behind the shopping center has not dropped <br />his plans for construction. Mr. Hei dt said that the requested CG zoning and <br />the increased area would allow construction of a successful shopping center <br />which would be more likely to attract quality shops, since they would not all <br />be required to apply for use permits as the CP designation demands. Mr. <br />Hei dt described his background and experience in shopping center projects and <br />displayed photographs of examples. He commented on traffic and access to the <br />parking lot and displayed a site plan for the proposed shopping center and <br />asked for approval of the CP Zoning. In response to question, Mr. Hei dt said <br />he had met with neighbors and attempted to meet their concerns with regard to <br />sound and traffic. <br />Edward Gee, 555 Deharo Street, San Francisco, project architect, referred to <br />the site plan and suggested what is proposed is better than what would be <br />allowed under the present zoning and commented regarding findings in the E IR <br />(Environmental Impact Report) . <br />City Attorney Schricker pointed out that the subject before Council is the <br />proposed rezoning of property and not consideration of any particular <br />project. Mr. Schricker said that all permitted uses in the present and <br />proposed zones should be considered, since those uses are what are allowed. <br />Kenneth Hill, Superintendent of Redwood City School District, said that the <br />District closed the school some seven years ago and has no use for the <br />property. Dr. Hill said he believes the proposed shopping center will be an <br />improvement for the neighborhood over the present vacant eyesore and noted <br />that the District needs the funds from the sale for deferred maintenance work <br />on existing schools. He urged Council to grant the requested zone change. <br />Margaret Marshall, 1947 Cordilleras Road, President of Redwood City <br />Elementary School Board, reaffirmed the statements of Dr. Hill with regard to <br />the District's need for funds and urged Council to grant the appeal so that <br />the project may proceed. <br />Mario Biagi, 900 Veterans Boulevard, representing Mr. Hei dt, the developer <br />for the retirement residence and the school district, said that the requested <br />CG Zoning is not unusual on Woodside Road and suggested that the shopping <br />center project is well- designed and well- integrated with the retirement <br />residence and the neighborhood.
