Public Hearing - Appeal from the denial by the Zoning <br />Administrator of Application for Architectural Permit <br />for 216 -unit residential facility for the elderly with <br />a 59 -bed skilled nursing facility and 16 personal care <br />units, 653 Bair Island Road - CAL -BAY, LTD., appellant <br />( 203 -10) <br />Community Development Director Report 4/1/86 <br />Affidavits of Publication of Notice of Hearing and of Mailing are on file. <br />Planner Patterson referred to findings of the Zoning Administrator, presented <br />photographs indicating different elevations of the proposed project and <br />presented the subject report. <br />Mayor Claire declared the public hearing open at 11:07 p.m. <br />David Bidwell , Tost a & Browning, attorneys, San Francisco, referred to his <br />letter of July 17, 1984, contained in the materials provided to Council <br />regarding nursing and rest homes in the CG Zone. <br />James Mann, health care specialist, 301 Taurus Avenue, Oakland, made a slide <br />presentation on the proposed project and replied to questions concerning <br />State requirements for operators of life care facilities and regarding other <br />aspects of operation of the building. <br />Jeff Busby, project architect, stated that the 40' turning radius required <br />for fire equipment has been provided in the project. <br />Jenny Hu, 1474 22nd Avenue, San Francisco, member of the project management <br />team, commented and replied to questions relating to minimal use of cars by <br />tenants and the van transportation which will be provided. <br />Wayne Hu, 8)9 Montgomery Street, San Francisco, consultant, also commented on <br />the operation of the f a c i l i t y and the experience of those involved. <br />Thomas Reimer, 129 Stanley, Burlingame, Harbormaster of Peninsula Marina, <br />near the subject site, reported he has experienced no problems with emergency <br />responses to calls from the area and suggested the tenants of the facility <br />will enjoy the waterside location. <br />Lawrence Cappel , PhD., 130 Oxford Lane, representing Sequoia Hospital , said <br />that the hospital is enthusiastic about the proposed facility and believes <br />the location is a desirable one.
