Item No. 5 (continued) <br />Tom Jordan, 1 Odessa Court, Chairman Senior Affairs Commission, said the <br />Commission has gone on record in support of the concept of the life care <br />f a c i l i t y with some concerns expressed about the possible ranoteness of the <br />1 ocat i on. <br />Paul Barry, resident of Peninsula Marina, reported his older relative greatly <br />enjoys the water activities and waterfowl after a lifetime inland and <br />predicts residents of the facility will also enjoy the location. <br />Mayor Claire invited anyone else who wished to speak to do so. No one wished <br />to speak. <br />M /S: Stangel /Chandl er to close the public hearing. <br />Carried unanimously by voice vote and public hearing closed at 12 Midnight. <br />M/S : Bury /L aBer ge to reverse the decision of the Zoning Admi ni str at or and <br />grant the subject appeal. <br />Carried unanimously by roll call vote. <br />CONSENSUS: Mayor Claire determined it to be the consensus of Council to <br />approve the following Statement of Overriding Considerations offered by City <br />Attorney Schricker: that the action in issuing the Architectural Permit will <br />allow the occurrence of s i g n i f i c a n t effects which are i d e n t i f i e d in the <br />Environmental Impact Report, and, to the extent that the environmental <br />effects are not at least substantially mitigated, the Council adopts this <br />Statement in that the project addresses a social and economic need of <br />substantial significance to the community which requires the issuance of the <br />Architectural Permit notwithstanding any adverse environmental impacts. <br />MINUTE ORDER NO. 86 -81 <br />(Council recessed 12 :05 to 12 :10 a.m.) <br />-------------------------------- - - - - -- <br />6.
