Public Hearing - Urban Water Management Plan (Per City <br />Manager Report 4/10/86) (1204 -03) <br />Urban Water Management Plan by Barrett, Harris & Associates, Inc., March 1986 <br />Director of Public Works Addiego presented the subject Plan using <br />transparencies of charts from the Plan and of projections prepared by the <br />City and others. <br />Mayor Claire declared the public hearing open at 7:52 p.m. and invited anyone <br />present who wished to speak to do so. Carpol, 1564 Laurel Street, San Carlos, attorney representing the <br />appellants, reviewed in detail his letter to Council of April 18, 1986, on <br />behalf of his clients. Mr. Carpol observed that while the City Code provides <br />for a pawnbroker permit, the Zoning Ordinance does not provide any location <br />where that use is allowed without a Use Permit.
