Item No. 3 (continued) <br />Rod Williams, 135 Gramercy Drive, Hillsborough, appellant, in reply to <br />question, said that a jewelry store cannot "hold" merchandise for a loan <br />without a pawnbroker permit. <br />City Attorney Schricker pointed out that the City ordinance places the burden <br />on the applicant for a use permit to demonstrate what would be desirable <br />about the use with regard to City benefit. <br />Mayor Claire invited anyone else present who wished to speak to do so.
