10. MOTION: to adopt findings re denial of Pawn Shop Permit per Council action <br />5/5/86: <br />1. The Premises are located in the "CB" (Central Business) Zoning District, <br />land uses for which are governed by Article 14, Ordinance No. 1130, as <br />amended ( the "Zoning Ordinance ") . <br />2. Pawn shops are neither expressly permitted uses nor conditional uses in <br />the CB Zoning District (Secs. 14.2, 14.4, Zoning Ordinance). <br />3. The proposed use approximates the sale of used merchandise, a use <br />permitted subject to first securing a use permit under Subdivision (d) of <br />Section 14.4 of the Zoning Ordinance, but is not identical to such <br />permitted use in that a pawn shop operation includes retention of used <br />merchandise as collateral for generally short term loans. <br />4. Appellants propose, as mitigation to lessen the effect of the generally <br />perceived image of a pawn shop operation, to limit the pawn operation to <br />jewelry, silver, bullion and gems, and not to use signs on the outside of <br />the premises advertising the pawn shop operation (letter of appeal dated <br />4/18/86, pg. 2). <br />5. Appellant's do propose to advertise the pawn shop operation by other <br />means, such as the "Yellow Pages" telephone directory. <br />6. There are no pawn shops located in the vicinity of the Premises nor in <br />the City of Redwood City. <br />7. There are no establishments engaging in the sale of used merchandise in <br />the vicinity of the Premises. <br />8. The purpose of the CB Zoning District regulations is to "...designate and <br />promote the orderly development of the downtown business district as a <br />central shopping facility..." (Sec. 14.1, Zoning Ordinance). <br />9. The Premises are located in the area designated as the "Downtown Area" in <br />the "Redwood City Downtown Development Plan" adopted as an amendment to <br />the General Plan of the City of Redwood City pursuant to Resolution No. <br />9488 adopted December 12, 1983 (the "Downtown Development Plan "). <br />10. One of the goals established in the Downtown Development Plan is the <br />"Improve ment of the retail function of the downtown" (Downtown <br />Development Plan, pg. 5). <br />11. The statements of principles approved in the Downtown Development Plan <br />include the following: <br />"1. Provide an investment climate for attractive development. <br />11 2. ... <br />"3.
