The generally acknowledged perception of a pawn shop operation is one of <br />a low -grade land use as impliedly conceded by Appellants (letter of <br />appeal dated 4/18/86, pgs. 1 -2). <br />13. The above referenced mitigating conditions proposed by Appellants would <br />not obscure the negative land use image associated with pawn shops in <br />that the proposed operation would be advertised commercially by means <br />other than signs located at the Premises, and, further, knowledge of the <br />operation would be communicated by word of mouth. <br />14. The proposed use would be contrary to the orderly development of the <br />Downtown Business District in contravention of the purpose of the CB <br />Zoning District. <br />15. The proposed operation would be inconsistent with the above stated goal <br />and principles of the Downtown Development Plan. <br />16. For the reasons stated in findings 12, 13, 14, and 15 the establishment, <br />maintenance or operation of the proposed use would be detrimental to the <br />health, safety, peace, morals, comfort and general welfare of persons <br />residing and working in the neighborhood of the proposed use and would be <br />detrimental and injurious to property and improvements in said <br />neighborhood and to the general welfare of the City. <br />MINUTE ORDER NO. 86 -101 <br />11.
