Item No. 2 (continued(
Jack Murray, 568 Seahorse Lane, asked that the appeal be denied, and
suggested that Council adhere to an overall plan in making its decisions,
believing that other developers will make similar requests; that a larger
number of hotel rooms will require additional employees, who will require
additional parking space; that he is concerned regarding the ultimate impact
of traffic when the project is built.
Bruce Albin, 569 Compass Circle, stated that he does not object to the
additional hotel rooms, but that in his experience, hotels providing food
and beverage services always lack sufficient parking and therefore additional
parking spaces should be provided.
Thetis Pappas, 587 Seahorse Lane, described her experiences in connection
with her involvement with setting up meeting places for seminars, and the
resultant heavy traffic volume and parking difficulties, and often having to
park a long distance from some hotels.
Planner Patterson responded to questions by Council regarding suggestions of
granting a special privilege to Campeau in reducing the number of parking
spaces, that the reduction to 3,000 spaces was a requirement imposed by the
City as a condition of the Planned Development Permit, and the difference
would be offset by very stringent Transportation System Management measures
that would be imposed by the City. In reply to further question, he advised
that the transportation study is nearing completion, and one proposal is
establishment of a special district East of Bayshore requiring payment of a
fee to pay for certain measures to reduce traffic. Mr. Patterson was
requested by Council to obtain a copy of the City of Pleasanton ordinance to
be made available to Council concerning traffic control.
MEMO 5/23/86
Mayor Claire invited anyone else present who wished to speak to do so. No
one wished to speak.
M /S: Stangel /Britschgi to close the public hearing.
Carried unanimously by voice vote and public hearing closed at 8:32 p.m.
M /S: Chandler / Stangel to approve the amended Planned Development Permit,
with removal of Conditions 4 and 5, and adding a condition to require an
increase from 426 to 452 parking spaces for the hotel, and to include the
following findings:
1) that in connection with the amendment to the Planned Development Permit,
the increase in hotel rooms proposed will increase the parking burden on
lands associated with use of the hotel;
2) that Conditions 4 and 5 of the Planned Development Permit as amended by
the Planning Commission purport to offset the anticipated increase in
traffic and the parking burden resulting from the increased number of
hotel rooms;
MINUTE BOOK NO. 46
Page No. 266
Reg.Mtg.
5/19/86
Page 3
