Mr. Warren then <br />distributed copies to Council of his letter dated May 19, 1986, which <br />suggested some revisions to the development agreement. <br />City Attorney Schricker advised in reply to question by Council that the <br />draft agreement before it is the same one approved by the Planning <br />Commission, but that some changes will be incorporated based on the action <br />taken on the previous agenda item relating to the Planned Development Permit. <br />Robert Slusser,541 Kringle Drive, stated that the development agreement <br />before Council is basically a continuation of one developed several years ago <br />when the City commissioned a study to determine alternative funding methods <br />for public improvements in GID 1 -64. An advisory committee was established <br />at that time on which he served, to make refinements and recommendations <br />regarding funding methods, and resulting in the first development agreement <br />with Redwood Shores, Inc., which established the policy that all in -tract <br />improvements in the District were the responsibility of the property owner, <br />and the District would fund only those public improvements that were out of <br />tract public improvements. Each subsequent developer was required to come <br />before Council with its separate development agreement. He expressed concern <br />that a fire protection fee provision in the agreement might be setting a <br />precedent. <br />In continued discussion by Council, it was determined that the development <br />agreement did not include the points recommended by Redwood Shores, Inc., <br />because the Planning Commission had made the decision not to do so. <br />Mike Gibson, representing Redwood Shores, Inc., commented on the fact that <br />increased traffic will impact not only Ralston Interchange, but Holly Street <br />as well; that the higher volume caused by the new development will result in <br />diversion of traffic onto interior Redwood Shores streets. <br />Paul Bailey, 202 Shorebird Circle, supported the comments of Mr. Gibson, and <br />expressed concern regarding increased use of residential streets for parking <br />resulting from the development. <br />Mayor Claire invited anyone else present who wished to speak to do so. No <br />one wished to speak. <br />M /S: Stangel /Greenalch to close the public hearing. <br />Carried unanimously by voice vote and public hearing closed at 9:40 p.m. <br />M /S: LaBerge/ to include in the development agreement the <br />modification requested by Redwood Shores, Inc. to Paragraph 10 to insert <br />after "Ralston /U.S. 101 Interchange" the words "Holly /U.S. 101 Interchange, <br />Redwood Shores Parkway, Twin Dolphin Drive ". <br />Motion died for lack of a second. <br />Title read.
