Nita Spanqler, 970 Edgewood Road, invited Council to a walk- through and <br />preview of proposed plans at Union Cemetery on Monday, May 29, 1986, at <br />2:00 p.m., sponsored by the Archives Committee of the Redwood City Library in <br />cooperation with the Parks and Recreation Commission. <br />---------------------------------------------------------------------------------- <br />BOARD, COMMISSION AND COMMITTEE REPORTS <br />None <br />---------------------------------------------------------------------------------- <br />CITY MANAGER /DEPARTMENTAL REPORTS <br />3. Emergency Housing Funding Agreement (203 -04) <br />Report: Community Development Director 5/6/86 <br />Housing Officer Church reported that notices had been mailed last week to <br />neighboring property owners informing them that this matter would be on <br />Council agenda this evening. Slides were projected showing the proposed site <br />at 1756 Broadway. Following the presentation, Mr. Church replied to <br />questions by Council regarding appraisal of the property, notification of <br />neighbors, and other sites considered. He advised that the Emergency Housing <br />Fund has an option to purchase the property, but that it will expire June <br />2nd. <br />Discussion by Council related to concern for the present occupants who would <br />be displaced; preference for a public hearing before making a decision; the <br />fact that the property has been on the market for two years; the fact that <br />Council has the authority to exercise the power of eminent domain; the higher <br />vacancy rate existing than has been the case in several years. Councilman <br />Greenalch asked that the record show that an indication by Joe Mandolfo, <br />Chairman of the Housing and Human Concerns Committee, expressed that day to <br />other Council members that he had second thoughts regarding the particular <br />project and also would prefer that a public hearing be held, does not reflect <br />his position, and in addition, Chairman Mandolfo assured him that he is 100% <br />behind the proposed location, but is concerned about lack of a public <br />hearing, and that if none is held, much of the support for the project may <br />evaporate. <br />Reg.Mtg. <br />5/19/85 <br />Page 6 MINUTE BOOK NO. 46 <br />Page No. 269 <br />
