2. Public Hearing - Appeal from approval by the Zoning <br />Administrator of an application for Architectural <br />Permit for landscaping, trash enclosure, and fencing <br />for a savings and loan building ( Great Western Savings <br />Building) located at 2400 Broadway - Morton Frank for <br />Summit Associates, appellant. (203 -10) <br />Appeal letter of Morton Frank, A.I.A. 5/7/86 <br />Report: Community Development Director 5/23/86 <br />Affidavits of Publication of Notice of Hearing and of Mailing are on file. <br />In response to questions, Planner Patterson said that landscaping in the <br />public right -of -way on Winslow was not required by Great Western (GW) <br />because there is sufficient landscaping on -site and that the property owner <br />did not include a public walkway through the parking lot which has been <br />closed with a chain, and the City did not require a walkway. He presented sketches of the proposed <br />changes in the GW building as described in <br />City Attorney Schricker observed that Council has before it only the appeal <br />of the approved application for Architectural Permit for a savings and loan <br />building. <br />Mr. Frank continued, stating that the approved location of the trash <br />receptacle will cause it to be the view of people on the second floor terrace <br />of his proposed building and suggested that Pacific Gas and Electric Company <br />regulations would not permit the transformer to be located as approved. <br />Bob Hagman, Hagman Associates, 114 Santa Margarite, Menlo Park, architects <br />for the GW building, said that GW prefers the building design approved by the <br />Zoning Administrator to that suggested by Mr. Frank. Mr. Hagman said that GW <br />is prepared to proceed with construction now, and there are no immediate <br />plans for consideration of Winslow Plaza. Mr. Hagman said that since the <br />transformer and trash receptacle would be next to the proposed Winslow Plaza, <br />they would be out of sight of persons on a second floor terrace and reported <br />that PG &E has already tentatively approved the location of the transformer. <br />He said that decorative fencing is being provided for the private parking lot <br />so that the lot will be available for GW customers and others will be <br />discouraged.
