Item No. 2 (continued)
Frank Eich, PG &E, 2417 Broadway, said that requirements with regard to
location of transformers vary and suggested that if tentative approval has
been given to GW, it will very likely be approved finally.
In response to question, Mr. Hagman said that GW is willing to cooperate with
regard to maintaining the mural and has agreed to landscape accordingly.
In response to question, Mr. Patterson said that the mural was constructed
with CETA funding through the Fair Oaks Community Center, but that no one
presently claims it. He confirmed that GW has agreed to landscape in such a
way as to enhance the mural, if it is to be retained.
In response to question of City Attorney Schricker as to whether GW might
lose parking space if Mr. Frank's recommendations were followed, Mr. Hagman
said that spaces would be lost.
Gilbert Reyes, 930 Corbett Avenue, Northridge, Project Manager for GW, said
that the approved location for the transformer and trash receptacle would not
be in the line of sight of persons on the second floor of Mr. Frank's
building. Mr. Reyes said that savings and loan trash is shredded paper which
has no odor and does not attract insects, in any case. He said GW does not
want to encourage pedestrian traffic shortcuts through the parking lot and
confirmed that GW will cooperate in the disposition of the mural.
Mr. Frank said parking would not be lost if his plan is adopted for the GW
property and suggested that GW employees and passersby might place food in
the trash receptacle. He also noted that sound from the transformer might be
objectionable and said that landscaping in the right -of -way on Winslow should
be required of GW. In response to question, Mr. Frank said that if the GW
building is permitted to proceed as approved, the problems he has mentioned
with regard to his project would not be insurmountable.
In response to request for statement, Mr. Patterson said that both the GW
plan and Mr. Frank's plan have the same amount of parking space for GW.
Mayor Claire invited anyone else present who wished to speak to do so. No
one else wished to speak.
M /S: Stangel /Greenalch to close the public hearing.
Motion carried unanimously by voice vote and public hearing closed at 8:32
p.m.
M /S: Chandler /Greenalch to grant the subject appeal with regard to sidewalk
landscaping on Winslow Street and to deny it in all other respects.
The motion failed on the following roll call vote:
Ayes: Councilman Stangel and Vice Mayor Chandler
Noes: Councilman Britschgi, Greenalch, LaBerge and Mayor Claire
Reg.Mtg.
6/9/86 MINUTE BOOK NO. 46
Page 3 Page No. 289
