Item No. 1 (continued) <br />In response to questions, Zoning Administrator Patterson said that no <br />specific mention of parking requirements for health clubs are in the Zoning <br />Ordinance so similar establishments are examined; referred to the alternates <br />available to the appellant with regard to providing adequate parking which <br />are described in the subject report; said that peak use hours at the health <br />club are expected to be during the morning when street parking is in heavy <br />demand and after 5:00 p.m. when it is not; and described parking requirements <br />for downtown businesses which are not participants in the parking district. <br />Mayor Claire declared the public hearing open at 7:47 p.m. <br />Sheldon Solloway, 955 Stony Hill, the appellant, said that he is a CPA and <br />was a member of the former TREAT Health Center which failed because of under <br />financing. Mr. Solloway said there is a need for a health center which could <br />be economically feasible. He said he had been unaware that the TREAT Club <br />had a permit based on its developer's statement that the club would be a <br />health center for 30 patients a day for which the 37 parking places were <br />adequate, since the club was actively selling many memberships. He <br />acknowledged a parking problem exists and described his efforts to provide <br />additional parking, but noted that many members are employed nearby and could <br />be expected to walk to the club, requiring less parking than required by the <br />Zoning Administrator. Mr. Solloway suggested the parking requirements for <br />the Dennis Nelson Club on Veterans Boulevard are not a fair comparision with <br />his proposed club. Mr. Solloway said it was confirmed to him today that the <br />owner of a nearby property has accepted his contingent offer to purchase it. <br />He said it is his plan to use the property for 42 additional parking places, <br />provided the City will agree to his deleting 19 spaces from the present <br />37 -space lot and permit construction of some additional 5,400 square feet to <br />the club building. Mr. Solloway requested favorable consideration of his <br />appeal. <br />Marilyn Leynse, 2824 Hallmark Drive, Belmont, supported Mr. Solloway's <br />appeal, stating there is a need for the health club. <br />Pamela Gibson, employed at 590 Hamilton, Coordinator of Health Service for <br />County employees, said that 350 -400 employees can be expected to become <br />members of the club, and they could be encouraged to walk there in exchange <br />for favorable membership rates. <br />Hans Schroeter,1051 Greenwood, Menlo Park, said his family had a membership <br />in the former TREAT club and, in the course of using it, made purchases and <br />dined at restaurants in Redwood City. <br />Bob Carlson, 12670 Skyline Boulevard, Woodside, physical therapist who was <br />employed by TREAT, and expects to work for the new club, said there is a need <br />for it in the community for persons with orthopedic injuries. In response to <br />questions, he said that he worked with from 8 to 10 people at a time and that <br />peak hours were from 9 to 11 :00 a.m. and 4 to 6:00 p.m. <br />Mayor Claire invited anyone else present who wished to speak to do so.
