REPORT To the Honorable Mayor and City Council <br /> From the City Manager <br /> <br /> May 20, 2002 <br /> <br /> Subject <br /> Appeal of a Planned Development Permit at 747 Southview Way <br /> <br /> Recommendation <br /> Uphold the decision of the Zoning Administrator to approve the Planned Development <br /> Permit <br /> <br /> Context <br /> The subject house is in the City of Redwood City. However, there are adjacent parcels in <br /> the unincorporated area of San Mateo County, while parcels across Southview Way are <br /> in the Town of Woodside. Southview Way, itself, is in the Town of Woodside. <br /> <br /> Chronology <br /> On October 16, 2001, the Planning commission reviewed an application to construct an <br /> approximately 5900 sq. ft. single family home on a vacant, sloping parcel at 747 Southview <br /> Way. (Please refer to the attached site plan and elevations). The Planning Commission <br /> continued the item to allow the applicant to work on roadway and utility issues, complete a <br /> biotic study, and complete the plans for the Planned Development Permit. <br /> <br /> On March 5, 2002, the Planning Commission reviewed the project and took the following <br /> actions: <br /> <br /> · Adopted a Mitigated Negative Declaration stating that the project would not have any <br /> environmental impacts as long as certain mitigation measures were undertaken <br /> · Recommended to the City Council a General Plan land use designation of "Low Density <br /> Residential" for a small portion of the property~ <br /> · Recommended to the City Council a zoning designation of "Residential Hillside-Minimum <br /> Lot size 20,000 sq. ft." (RH-20) for a small portion of the property. <br /> · Recommended approval of the Planned Development Permit to the Zoning Administrator. <br /> <br /> On March 20, 2002, the Redwood City Zoning Administrator approved a Planned Development <br /> Permit to construct the house. <br /> <br /> ~ The applicant is also requesting to adjust his property line to correct an illegal situation whereby his <br /> neighbor's deck extends onto the applicant's property. To do so, the applicant is requesting to de-annex a <br /> small portion of his property (4000 sq. ft.) and add it to his neighbor's parcel at 735 $0uthview in the County <br /> of San Mateo. At the same time the applicant will annex 4000 sq. ft. of his neighbor's property to his property <br /> at 747 Southview. This land swap is not necessary for development of 747 Southview Way. It is just being <br /> proposed to clean up an illegal situation. The annexed property will need an appropriate Zoning and General <br /> Plan designation. The Local Area Formation Commission (LAFCO), the County agency that oversees <br /> annexations, has agreed in concept to this annexation. The City Council will ultimately have to approve the <br /> annexation and the Zoning and General Plan amendment. That review will occur at a future date. <br /> <br /> <br />
