On March 27, 2002, a neighbor who resides at 746 Southview Way (Town of Woodside), <br /> appealed the decision of the Zoning Administrator. See attached letter dated March 27, 2002, <br /> The appellant raised the following issues with regard to constructing the house: <br /> <br /> · Traffic bottleneck on Southview Way <br /> · Roadway issues, location of utilities and fire hydrant <br /> · Size and incompatibility of the house on the hillside <br /> · Procedural issues <br /> <br /> Note: Due to the voluminous material on this item, staff has only attached to this report the <br /> site plan and elevations, appeal request, and Zoning Administrator's Notice of Official Action. <br /> Copies of the Planning Commission staff reports, minutes, the Zoning Administrator's minutes <br /> and other correspondence have been placed in the Council study for your review. <br /> <br /> Conformance to Zoning Ordinance <br />The City approved the new house because it conformed to all the zoning requirements <br />applicable to the "RH - 20" Zoning District (Residential Hillside - minimum lot size of 20,000 <br />sq. ft.) In fact the project exceeds many of the zoning standards. However, the applicant decided to install these utilities via <br />other streets and private easements so he would not have to meet the street standards <br />imposed by the Town of Woodside3. The applicant also plans to locate the fire hydrant on his <br />property, although it will be totally accessible and available for the other homes on Southview <br />2This is the minimum lot size required for lots on average slopes greater than 30%. A Planned Development <br />Permit is required for lots greater than 30% in order to give discretion to the Zoning Administrator some <br />discretion on the appropriateness of the project. <br />3 The Town of Woodside has informed Redwood City that although utilities will not be put in Southview Way <br />the applicant will still need to get a permit for access on Southview Way. The Town of Woodside intends to <br />require some street improvements at that time. <br /> <br /> <br />
