Redwood City's Engineering Department has reviewed and approved all the location <br />and placement of the utilities for this project. <br /> <br />Planning Issues <br />The following questions address the appellant's main issues: <br /> <br /> · Will the house cause significant traffic bottlenecks to the unimproved Southview <br /> Way? <br /> No. A single family home normally generates approximately 10 vehicle trips per day, <br /> which is very negligible for a street. Although Southview Way is unimproved and <br /> doesn't meet typical street standards, the roadway still should be able to handle this <br /> traffic and other existing traffic. Because of the poor road condition there may be some <br /> instances where traffic may have to slow down because of garbage trucks or cars <br /> stopping near in front of homes, but that occurs now. Note: Again, Southview Way is <br /> in the Town of Woodside. Any concerns the appellant has about the narrowness and <br /> condition of the roadway should really be expressed to the Town of Woodside. The <br /> applicant and some of his neighbors (including the appellant) did apply for matching <br /> funds from the Town of Woodside for roadway improvements on Southview Way <br /> (scraping high spots and filling Iow spots, constructing drainage ditches, applying a new <br /> coat of rock and asphalt). Although initially approved by the Town of Woodside, the <br /> application may be rescinded. <br /> <br /> · Is the house too big for the lot? <br /> The house, itself, is larger than most of the homes typically built in Redwood City. <br /> Most new homes in the hills are between 2500 sq. ft. to 4000 sq. ft. However, the <br /> house is small relative to the size of the lot. The total house size is 5866-sq. ft. (4248 <br /> sq. ft. on the main level, 754 sq. ft. garage, and 864-sq. ft. of basement area) while the <br /> total lot size is 42,505 sq. ft. Therefore the house only covers 10% of the lot and <br /> Redwood City allows up to 40% lot coverage. The surrounding neighborhood already <br /> has a mixture of small and large homes. For example, the home at 1 Summit Way is <br /> 7130 sq. ft. and the home at 58 Turn Suden Way is 4500 sq. ft. If this parcel were <br /> located in the Town of Woodside, the maximum house size allowed would be 4200 sq. <br /> ft. including the garage. <br /> <br />· Does it fit into the hillside (is the structure proportional to its building site, does <br /> it conform to the general character of the other buildings)? <br /> The project does follow the contour of the site, as it "steps" into the hillside, and has a <br /> very long, Iow, and flowing profile. The house does have a unique design and looks <br /> different than most of the other existing homes, and the house will be more prominent <br /> due to the upward slope. A swimming pool and pond will be located toward the front <br /> of the house (the more level portion) and will be screened by a concrete wall and <br /> landscaping. A landscape plan and Architectural Permit will also be required to further <br /> refine the design and landscaping prior to the issuance of the Building Permit. The <br /> Planning Commission liked the overall layout and appearance, and recommended <br /> approval of the Planned Development Permit to the Zoning Administrator. <br /> <br /> <br />
