· Was the required lot line adjustment approved and will it affect the appellant's <br /> property value? <br /> As noted previously in this report, the City has not yet approved the lot line adjustment. <br /> The lot line adjustment is being proposed by the applicant to simply correct an illegal <br /> situation whereby his neighbor's deck extends over his property line. In fact, the <br /> proposed house could be built without the lot line adjustment. This adjustment should <br /> not impact the property values of the appellant since it doesn't physically change <br /> anything. It just moves a property line. <br /> <br /> · Is it appropriate to locate the utility lines and fire hydrant on private property? <br /> The City originally explored the possibility of installing the utilities in $outhview Way <br /> (under the jurisdiction of the Town of Woodside). The applicant, however, felt that some <br /> of the requirements imposed by Woodside were unreasonable (roadway widening, <br /> reconstructed cul-de-sac, etc.). For this reason the applicant chose to run the utilities <br /> over private property adjoining this parcel. These utilities just serve the applicant's <br /> property and will have to be privately owned and maintained by the applicant. The fire <br /> hydrant will also be located within two feet of the front property line along Southview <br /> Way and will be available for other properties along the street. <br /> The Planning Commission approved this utility plan. <br /> <br /> · Were the proper procedures followed? <br /> There were a total of three public hearings for this project, i.e. two public hearings <br /> before the Planning Commission and one before the Zoning Administrator. The City <br /> placed public notices in the local paper and the notified residents within 300 ft. for each <br /> hearing (residents in Redwood City, the unincorporated part of San Mateo County, and <br /> the Town of Woodside). The Planning Commission approved the Mitigated Negative <br /> Declaration and deemed that the document was in accordance with the California <br /> Environmental Quality Act. A copy of the Zoning Administrator's decision was sent to <br /> the appellant (see Copy on Notice), but for whatever reason, the appellant did not <br /> receive it. <br /> <br /> · Does the proposed home meet ail the City requirements?
