7, -Pl <br /> <br /> To the Honorable Mayor and City Counci <br /> From the City Manager <br /> <br />May 20, 2002 <br /> <br />Subject <br />2002-2003 Cost Shared Sidewalk Repair Project <br /> <br />Recommendation <br />By Motion, approve the contract documents, accept the bid, and award the contract for the <br />2002-2003 Cost Shared Sidewalk Repair Project to Sposeto Engineering, Inc., of Union <br />City, CA, for the amount of $280,285.00 and reject all other bids. <br /> <br />Background <br />On April 10, 2002, staff sent the project specifications to twelve qualified bidders. <br />The proposed contract has been duly advertised and three sealed bids were received <br />and opened at the Office of the City Engineer on April 24, 2002. <br /> <br /> BIDDER PRICE <br />J. W. Riley & Son, Emeryville, CA $249,41 2.50 <br />Sposeto Engineering, Union City, CA $280,285.00 <br />P & P Construction, Oakland, CA $340,350.00 <br /> Engineer's Estimate 9274,175.00 <br /> Median $280,285.00 <br /> <br /> Sposeto Engineering, Inc. is the lowest responsible bidder at 2.2% above the <br /> Engineer's estimate. References have been checked, and staff believes they will <br /> perform the contract satisfactorily. They have worked for the City previously in a <br /> satisfactory manner. <br /> <br /> Reason for reiection of J. W. Riley and Son I~id <br /> The J. W. Riley and Son apparent Iow bid has been deemed unbalanced and staff <br /> recommends rejecting the bid. Staff bases this recommendation on the evaluation <br /> that key bid items are substantially higher than the other bids and previous year's <br /> bids. Supplemental bid items are substantially lower than the other bids and previous <br /> year's bids. Some of the Iow bids are below what the work would cost to perform. <br /> <br /> From a performance standpoint, J. W. Riley was the Iow bidder on two concurrent <br /> City projects- the Tree Preservation and Sidewalk Repair Program and the Cost <br /> Shared Sidewalk Repair Project. J. W. Riley was only able to complete 58.4% of the <br /> 1999-00 Tree Preservation and Sidewalk Repair Program valued at $317,000. He <br /> exceeded the allotted calendar day time limit on six of the seven 30-day notice to <br /> proceed phases issued during the 2000-01 Cost Shared Sidewalk Repair Project. <br /> <br /> Page I of 3 <br /> <br /> <br />
