Determination of the Bid Imbalance <br /> <br />The J. W. Riley and Son bid was determined imbalanced based on the following: <br /> <br />Contract specifications Section 2.10 D. on page 00210-6 and 00210-7 of the General <br />Conditions (attached), "Proposals in which prices are obviously unbalanced may be <br />rejected by the City Council." Staff determined that it is not in the City's best interest to <br />accept this bid due to the unbalanced preparation of this bid. There are extremely Iow <br />prices for four bid items which represent supplemental work on the project combined with <br />the excessively high prices of the four bid items which represent the main work on this <br />project. <br /> <br />Examples of the imbalance: <br /> <br />(1) Bid Item 8 Construct wheel chair ramps $4.25 per SF <br />Historically, including the 1999-2000 J.W. Riley bid, the cost to construct wheel chair <br />ramps is more expensive than constructing sidewalk or driveway, due to the finishing time <br />necessary to shape, score, and finish the ramp details. The $4.25 per square foot price in <br />the current J. W. Riley bid is $1.25 per square foot lower than the 1999-2000 J.W. Riley <br />bid, yet his sidewalk construction increased $1.30 per SF and driveway construction <br />increased $1.75 per SF. Wheel chair ramps are more expensive to shape, finish, and <br />score than sidewalks. <br /> <br />(2) Bid Item 11 Install Irrigation system $2.00 per LF <br />To perform this task, excavation, pipe and sprinkler head purchase, installation matching <br />the existing irrigation system, head tuning, testing, and backfill are required. This cannot <br />be accomplished at the bid price of $2.00 per lineal foot, which for a typical twenty foot <br />long location would amount to $40.00. The costs of materials and la: or would exceed $40. <br />This bid price is $1.00 per LF lower than his 1999-2000 bid price of $3.00 per LF, which <br />staff found was too Iow to perform the work correctly at that time. <br /> <br /> (3) Bid Item 12 Install tree grates $25.00 Each <br /> This bid item requires the grading, forming, setting of tree grate frame to proper grade, <br /> pouring and finishing of concrete, stripping, clean-up, and backfill of the location, and <br /> placement of a City-supplied tree grate. It will cost more than the $25 bid price in labor <br /> needed to perform these activities plus the materials necessary to perform this task. <br /> <br /> (4) Bid Item 7 Remove walkway $2.00 per SF <br /> This bid item requires the sawcutting, excavation, removal, and disposal of walkway <br /> material in the planting strip, and replacing top soil to grade, and installing appropriate <br /> twenty-four inch stepping stones. A typical location would be 24 SF. It will cost more than <br /> the $48 bid price to perform this task. <br /> <br /> (5) On the contrary to these Iow prices, the bid prices for sidewalk removal and <br /> construction and driveway removal and construction are the highest staff has received in <br /> bids for the past three years. These four bid items typically comprise over half the <br /> contract, and historically have been increased by as much as 25% through change orders <br /> as staff receives requests for more cost shared repairs. <br /> <br /> <br />
