Proposal to Redwood City: April 30, 2002
Page 3

BILLING AND BUDGET

Work will be billed at the rate of $90.00 per hour, billed in quarter-hour increments. Ail
hours worked will be accounted for in detail and invoiced to the City on a monthly basis.
Any and all expenses incurred in the performance of this work, including but not limited
to printing and copying, photo processing, etc., will be invoiced to the City at no
additional mark-up.

An estimated budget of $18,360 is proposed for the completion of the first two priority
groupings, summarized in the attached budget table, and $3,960 for completion of the
third priority miscellaneous amendments. Such a budget is an approximation, as the
amount of time required for each item will be highly dependent on the level of staff
review desired, the extent of community interest which arises, and the number of
meetings involved. Nonetheless, the budget estimate represents a "not-to-exceed" figure,
unless additional approval by the City is granted.

SCHEDULE AND PRIORITIES

This proposal is intended to encompass work required to substantially complete the first
two priority task areas by December 31, 2002. Additional work listed as "Miscellaneous
Zoning Amendments" or other items not listed will be undertaken at the City's discretion
and where the consultant's time and resources are available. The City may at any time
redirect the work priorities or adjust the work schedule.

PROJECT PERSONNEL

Curtis S. Williams, AICP and principal of Curtis Williams & Associates, will be
responsible for the work outlined in this proposal. Mr. Williams brings 24 years of
planning experience to this effort, including positions as Planning Director with the
Towns of Los Altos Hills and Woodside. No subcontractors will be used without the
written permission of the City of Redwood City.

I took forward to discussing with you this proposal to prepare the ordinance revisions
outlined above. A summary of the firm's capabilities and my resume are attached.

Thank you for your consideration. Please contact me if you have any questions or
require additional information.

Sincerely,

Curtis S. Williams, AICP
Curtis Williams & Associates

attachments
