Item No. 2 (Oral communications - continued) <br />d. David Michel, 1263 Hudson, said that upon being told he would be cited <br />for his fence of illegal height, he cut the fence to the permitted 3 -foot <br />height and has since had property stolen from his yard by persons who <br />stepped over the low fence. Mr. Michel said he now suffers from a lack <br />of privacy and security. <br />In response to requests, City Manager Smith said he will have a report <br />prepared outlining the magnitude of the problem citywide, what is being done <br />about it and why; that he will offer any alternatives which might appear to <br />be available; and will also consider permitted heights of hedges. <br />In response to requests regarding citations already issued, City Attorney <br />Schricker said he will check into the situation. <br />---------------------------------------------------------------------------------- <br />BOARD, COMMISSION AND COMMITTEE REPORTS, <br />5. South County Garbage Disposal - Oral report by William <br />Rhodes, City Representative (704 -05) <br />Mayor Claire reported that William Rhodes had to leave the meeting earlier <br />and, there being no objection, ordered the item placed on the Agenda for <br />September 15, 1986. <br />---------------------------------------------------------------------------------- <br />6. Legislative Committee Report 86 -4 (301 -06) <br />Councilman Stangel, Committee member, presented the recommendation relating <br />to "Public Pay Limitation Initiative" (Proposition 61). <br />Titles read. M /S: Greenalch /LaBerge <br />RESOLUTION NO. 10316 URGING OPPOSITION TO THE "PUBLIC PAY LIMITATION <br />INITIATIVE" (PROPOSITION 61) AT THE NOVEMBER 4, 1986 STATEWIDE ELECTION <br />adopted unanimously by roll call vote. <br />Vice Mayor Chandler, Chairman of the Committee, presented the recommendation <br />relating to the "Acquired Immune Deficiency Syndrome Initiative" (Proposition <br />64.) <br />M /S: Bury /Stangel to accept the Legislative Committee recommendation that <br />Council members take individual positions on Proposition 64, as desired, and <br />urge the electorate to examine the issues and vote accordingly. <br />The motion failed on the following roll call vote: <br />Ayes: Councilmen Bury, Stangel and Vice Mayor Chandler <br />Noes: Councilmen Britschgi, Greenalch, LaBerge and Mayor Claire <br />Discussion followed concerning whether or not Proposition 64, directly <br />affects municipal government and is an appropriate subject for statement of <br />City Council position. <br />Reg.Mtg. <br />9/8/86 <br />Page 8 MINUTE BOOK NO. 46 <br />Page No. 381 <br />
