3. Public Hearing - Appeal from the denial by the Zoning <br />Administrator of Application for Architectural Permit <br />for new metal roof and gutters - 1515 Redwood Avenue - <br />W.W.Parsley, appellant (continued closed from 9/15/86); <br />public hearing to be reopened) (203 -10) <br />Report: Community Development Director 9/3/86 and 10/2/86 <br />Community Development Director Schroeter presented his report of October 2, <br />1986, confirming the recommendation contained in his previous report. <br />Mayor Claire declared the public hearing reopened at 7:55 p.m. <br />W.W. Parsley, 1310 Sierra Street, appellant, reported there is a residence at <br />988 Haven with a metal roof and also others in neighboring cities. He again <br />displayed a sample of the aluminum roofing material he proposes to use and <br />photographs of buildings with metal roofs. In response to question, Mr. <br />Parsley acknowledged that the roofs he referred to are not the same as he <br />proposes to install and are of steel rather than aluminum. <br />Gene Reynolds, 660 Leslie Street, Ukiah, said he is in the business of <br />installing the aluminum roofing material displayed by Mr. Parsley in <br />Mendocino County. He reported he has installed such roofs privately on <br />mobile homes and barns and acknowledged, in response to question, that he has <br />never installed such a roof on a residence within the corporate city limits <br />of Ukiah. Mr. Reynolds said the cost of the kind of aluminum roof Mr. <br />Parsley wishes to use is considerably less expensive than a tar and <br />gravel roof and offers good energy savings. <br />Mayor Claire invited anyone else present who wished to speak to do so. No <br />one else wished to speak. <br />M /S: Greenalch /Stangel to close the public hearing. <br />Carried unanimously by voice vote and public hearing closed at 8:12 p.m. <br />In response to request, Mr. Schroeter reviewed both of his reports, stating <br />that the application is for an Architectural Permit and the permit was not <br />denied because the proposed roofing material was made of metal. Mr. <br />Schroeter said that metal roof materials which is made to simulate <br />traditional roof material, such as shakes, is available and would be more <br />appropriate in a residential neighborhood. He said Mr. Parsley is aware of <br />the availability of such material, but prefers to use the cheaper type <br />usually associated with older mobile homes and certain types of commercial <br />buildings. Mr. Schroeter also reported that his office contacted the <br />supplier whom Mr. Parsley proposed to use for his roofing material in order <br />to learn the addresses where the material was installed on residences, and <br />the only two addresses the supplier was able to provide are not residential. <br />M /S: Britschgi /Chandler to uphold the Zoning Administrator and deny the <br />Application for Architectural Permit for new metal roof and gutters for <br />property at 1515 Redwood Avenue to W.
