7. Application to LAFCO for annexation (ref. Item 2) <br />(702-07) <br />Report: City Manager 10.23/86 <br />Janice Greppi, 98 Alameda, said she objects to having her property annexed to <br />the City, because she has a six -foot fence around her swimming pool which is <br />higher than such fence heights allowed in the City and that she does not want <br />to pay for street improvements for her corner lot, acknowledging that she <br />enjoys City services at present. Ms. Greppi suggested that only the property <br />of those in the area who wish to be annexed to the City be annexed. <br />City Manager Smith said that LAFCO (Local Agency Formation Commission) makes <br />the decisions and has a policy of attempting to eliminate "islands" of County <br />property within the City, so the annexation proposal has been prepared in <br />response to that stated policy. <br />In response to question, Senior Planner Patterson said that owners of <br />properties having a total assessed value of more than 50% of the total area <br />favor annexation, not necessarily 50% of the property owners. <br />Mario Biaqi, 900 Veterans Boulevard, said that his client, Joseph Figueras, <br />would like to have his property at 1204 Edgewood Road annexed to the City, <br />even if the sewer services he needs could be provided by arrangement with the <br />City contrary to present policy. <br />Title read.
