Item No. 2 (continued) <br />The persons listed below spoke against establishment of the family living <br />center at 110 Locust, noting short notice to residents of the area; the <br />possibility of delaying action; whether the management has adequate <br />experience; arrangements for eventual termination of the project; undesirable <br />tenants; increased crime; the negative effect on property values; the naivete <br />of the proponents regarding the tenants; disruption in the residential <br />neighborhood; possible lack of consideration for neighbors; whether <br />maintenance funding is adequate; the existence of alternatives such as motel <br />vouchers; preference for having the family living center in other than a <br />residential area; and lack of provision for involvement of neighbors in <br />making sure property is properly maintained. <br />Robert Hu, 47 Murray Court <br />Constance Mantis, 108 Murray Court <br />Joe Svitek, 108 Murray Court <br />Eddie Mae Spiller, 127 Cypress, Chairman of the Emergency Hunger Fund, said <br />that she does not want to have the center as a next door neighbor, but does <br />not oppose it, because of her recognition of the need for such a shelter. <br />Mr. Hartnett of HHCC said that the Committee was responsible for the short <br />notice, stating that the reason was the need to act promptly on purchasing <br />the property which is being offered because the owner wishes to sell by the <br />end of the year for tax reasons. Mr. Hartnett replied to questions relating <br />to the steps to be taken in order to purchase the property and the minimal <br />time to do so, if escrow is to close before December 31. <br />In response to question, Mr. Church said that if Council approves, then the <br />matter goes to the Board of Supervisors whose agenda requires two weeks' lead <br />time. <br />Mr. Mandolfo said that depending upon the willingness to cooperate of the <br />lender and the escrow officer, it will be possible to close by the end of the <br />year, but there is urgency. <br />Fran Waqstaffe, staff member of MidPeninsula Coalition Housing Fund, pointed <br />out that the new tax laws are prompting many rental property sales at this <br />time, and there are many closings pending. She suggested that the owner <br />needs to know if he has a buyer or should look elsewhere. <br />Title read.
