<br />16.16 <br /> <br />Educational Expense Reimbursement <br /> <br />16.16.1 <br /> <br />16.16.2 <br /> <br />Management unit employees shall be eligible for reimbursement of costs of tuition, registration <br />fees, books, calculators, and other related items and supplies that are incurred in connection <br />with enrollment in and successful completion of an education development program or course. <br /> <br />Effective October 1, 1991 , an employee shall be eligible to receive reimbursement not to exceed <br />six hundred and fifty dollars ($650.00) per fiscal year, are approved in advance of enrollment by <br />the Human Resources Director and the employee's department head, and the employee <br />successfully completes such course submitted for reimbursement with a grade of .C. or better. <br />The Educational Expense Reimbursement Program may be used for professional development <br />workshops or seminars. <br /> <br />16.16.3 The Human Resources Director may establish standards and criteria and enact such rules, <br />regulations, procedures and policies as are necessary or appropriate to implement the <br />provisions of this Section 16.16. <br /> <br />16.17 <br /> <br />Training <br /> <br />The Human Resources Director is responsible for developing training programs in order to improve the <br />efficiency and broaden the knowledge of employees in the performance of their duties. Successful <br />completion of special training may be considered in making advancements and promotions. The <br />Association may appoint a member to meet with the Human Resources Director to plan, evaluate and <br />recommend training programs. <br /> <br />16.18 <br /> <br />Licenses and Certificates <br /> <br />Employees who are required by State or Federal agencies, or by job description, to be licensed or <br />certificated shall be reimbursed for the fees for such license or certificate, including other DMV licenses <br />above Class 'C' required by the Department of Motor Vehicles. <br /> <br />16.19 <br /> <br />Vacations <br /> <br />16.19.1 <br /> <br />16.19.2 <br /> <br />16.19.3 <br /> <br />All regular full-time management unit employees who have worked for the City six (6) months or <br />more shall be entitled to vacation leave. <br /> <br />The time during the calendar year at which an employee shall take vacation shall be determined <br />by the department head with due regard to the wishes of the employee and with particular <br />regard to the needs of the service. During the period from March 1 through April 15 of each <br />calendar year, all employees shall, on a form provided by the City, indicate their preferences for <br />vacation periods. Preference of vacation date shall be given to employees according to their <br />length of service in as reasonable manner as possible. Each department will post a final <br />vacation schedule by April 30 of each year. <br /> <br />Full-time employees shall be entitled to annual vacation leave as follows: <br /> <br />Upon date of hire through the fourth year of service, workers shall accrue vacation at a rate <br />(3.077 hours per pay period) that yields 80 hours of vacation per year. The fifth through the ninth <br />year of service, workers will accrue vacation at a rate (4.615 hours per pay period) that yields <br />120 hours of vacation per year.
