ENVIRONMENTAL CONSULTING, INc.

EXHIBIT "A"

February 8, 2005

Mr. Charles Jany, Principal Planner
City of Redwood City
1017 Middlefield Road
P.O. Box 391
Redwood City, CA 94064

RE: Contract Planning Services for 63 Oakwood Ave.

Dear Mr. Jany,

On behalf of MHA Environmental Consulting, Inc., I am pleased to submit this proposal to provide
contract planning services for the City of Redwood City. The intent of the proposed service is to
provide environmental review services and project management of entitlement permits for the
proposed construction of five (5) residences at 63 Oakwood Ave., under the direction of the
Planning Director and staff.

It is our understanding that, at a minimum, the project will require a Planned Development Permit,
a Tentative Map, an Architectural Permit, and an Initial Study/Mitigated Negative Declaration.

Planning Services

Anticipated contract services include the following:

1) Meetings with staff, the applicant and neighbors, to include:
a. Regular meetings with staff to understand the project and City codes and
procedures, and to coordinate project review (maximum of 3 meetings anticipated).
b. Meetings and other communications with the applicant and the applicant's
representatives (maximum of 2 meetings anticipated).
2) Review of pertinent support information, induding the project application, plans,
relevant sections of the City's Zoning Ordinance and related codes and policies, and
site reconnaissance.
3) Preparation of an Initial Study and Mitigated Negative Declaration.
4) Preparation of staff reports to the City's Architectural Review Committee (ARC) and
Planning Commission (1 report to each anticipated).
5) Attendance and presentations at meetings of the City's ARC and Planning Commission
(1 meeting with each anticipated).

This proposal anticipates work over a three to six month period. Work would primarily occur off-
site, but MHA staff will be readily available to meet at City Hall or elsewhere as needed during the
course of the project.

4 lA/oct ~"....h 4"0""0 <:";.0 ':In':l c:~" M~...... r~lõf".";~ 0441\') Tel "I;n- ':17':1_1 ')/VI CAY "1;1\-':17':1-1 ')1 1 C_AlAII ~~ilrá)~h~-;"r r,,~ ..~..., ~h~.;"r r"~
