�• �•� -! <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> March 14, 2005 <br /> Subject <br /> Amendments to Peninsula Humane Society and City's Contract for the provision of animal <br /> control services for the period June 30, 2006 through June 30, 2008. <br /> Recommendation <br /> The City is obligated to provide animal control services. Staff recommends that this <br /> contract extension be approved. <br /> Background <br /> The County has contracted with the Peninsula Humane Society (PHS) for Animal Control <br /> Services to all cities and the unincorporated areas of the County for over 45 years. The <br /> twenty cities of the County have historically contracted with the County for Animal Control <br /> Services. On June 17, 2003 the Board of Supervisors adopted resolution 066067 <br /> approving an Agreement with PHS for shelter and field Animal Control Services for the <br /> entire County, and resolution 066066 approving an Agreement with the twenty cities of the <br /> County to provide Animal Control Services. Both Agreements are three-year contracts <br /> ending June 30, 2006. The FY 2003-04 contract amount was $4,454,397 and the contract <br /> allows a 5% increase between fiscal years. The County has leased the land occupied by <br /> PHS since 1971 for the rate of $1 (one dollar) per year. The current lease terminates <br /> August 12, 2006. <br /> The County, Cities and Peninsula Humane Society wish to extend the Animal Control <br /> Services contract an additional two years through June 30, 2008. In order to do so, the <br /> PHS/County amendment also extends the land lease with PHS through June 30, 2008. <br /> The County and Cities have also requested savings on the Animal Control contract given <br /> the current budget reductions at the County and City level. Although the Amendments <br /> provide for a 5% increase for each additional year of service, PHS has agreed to $732,510 <br /> in savings over the five-year term. The PHS contract Amendment also requires PHS to <br /> provide investigation of all animal bites (rabies quarantines) which occur in the County. <br /> PHS will provide this service for an additional $75,000 for the remainder of FY 2004-05, <br /> $150,000 for FY 2005-06, $154,500 for FY 2006-07, and $159,135 for FY 2007-08, and <br /> provide the service under the direction of the County Health Officer. The payment for the <br /> quarantine services will be solely through the County Health Department, and cities will see <br /> no charge for these services and no interruption in services. <br /> The contract continues the current animal control service program in addition to requiring <br /> PHS to provide investigation of all animal bites (rabies quarantines). PHS will continue to <br /> provide: <br /> • Response to field service calls relating to biting and/or dangerous animals, dog <br /> packs, injured or sick animals, stray animals, and dead animal pick-up. <br /> • Issuance of citations for violations of any state statutes or local County/city <br />
